【禁闻】新年返乡一票难求 “跨国回家”

【新唐人2012年1月9日讯】中国大陆“新年返乡潮”,被称为地表上人类最大规模的迁移,今年中国新年返乡运输客流量将超过31亿人次。每年铁道部都出来向大家保证,要在几年内解决一票难求的问题,不过,这个保证似乎无法兑现,每年回乡客仍需经历抢购车票的磨难。今年有民众绕道国外,顺利买到从外国城市回乡的机票。

大陆国家人口计生委于2011年12月中旬,进行了全国流动人口中国新年期间返回户籍地意愿电话调查,调查结果显示,65.4%农村户籍的劳动年龄流动人口,已经或打算返乡过新年。

今年中国大陆“新年返乡潮”从元月8号开始,将持续40天,中共当局日前预估,今年中国新年期间,客运量将达31.58亿人次。

火车方面,铁道部实行了实名制、网络购票和电话订票等购票措施。但铁道部新开通的“售票网”因流量过大,自开通以来一直“大塞车”。不少网民在微博大吐苦水说“买火车票比办死亡证更难”。

也有民众狠批铁道部“建得起高铁,搞不起一个破网”。

“话务员忙,请稍后,目前等待人工接听的电话数是…”

“北京交通大学”经管学院教授赵坚向媒体表示,由于中国新年期间属于人流高峰期,要让铁道部门的运能完全满足需求,会造成淡季运能的闲置,但这几年来,铁路基建的投资方向是有问题的,大量的资金投入在上座率低,耗资大的高铁上,而不是在普通客运和货运上。导致中国新年期间,广大低收入阶层不得不“被高铁”,漏夜排队买普客车票。

上海一名打工男子,在上海火车站排队购买火车票,三天两夜没有阖眼,仍然没有买到。最终他帮家人买到了汽车坐票,但是票价超过火车许多倍。他说“一个月的工资基本就搭在这里了。”

杨恒均撰文指出,购票“实名制”虽然增加了黄牛党倒票的难度,但并不能从根本上解决问题,反而会出现假身份证交易、影响出行效率等问题。而黄牛党也没有杜绝,只不过换成了“代购”,原有的秘密购票渠道并没有切断。他表示,由于这套系统掌握在铁路部门手中,一旦端口出现封锁,外界无所购票,内部人士可以大量出票,无法杜绝铁路售票部门的内部人士出现囤票倒票现象。

北京火车站餐厅员工李先生:“你买不到票找黄牛攒的话,你想一下,今年这么难买票,肯定比以往还要贵啊…。”

火车票一票难求,连机票也不例外。在深圳工作的网民说,一名家住云南昆明的同事,过年订不到火车票,也订不到从深圳直达昆明的机票,于是,他订了19号由深圳飞泰国曼谷的机票,和20号晚上曼谷飞昆明的机票,共计2,200元,比深圳直飞昆明的机票还便宜100元。

气象部门指出,今年返乡潮期间,大部分大陆地区出现雨雪天气。北部多地下大雪,北京因受降雪影响,首都机场已出现至少十个航班的延误﹔甘肃也发生因路面结冰,引发连环车祸,造成七死十五伤。

Spring Festival Travel Rush Tickets Still Hard to Get,
Passengers Have to Fly Abroad to Return Home

The Spring Festival peak travel season has kicked off,
It is called largest seasonal migration on earth.
Over 3.1 billion passenger trips are expected this year.

Every year, the Ministry of Railways promises that within a few
years it will solve the problem of travel tickets which are hard to get.
However, these promises seem hard to fulfil,
passengers still face the same ticket problem .
This year, someone had to get a round trip to return home,
successfully and bought tickets for returning home from a foreign country.

On mid-Dec, 2011, National Population and Family Planning
Commission (NPFPC) made a survey of the population flow
during the Chinese New Year, the survey shows that 65.4% of
migrant workers with Urban ID plan to go home for the Chinese New Year.

The Chinese New year’s 40-daytravel rush started on Jan.8,
the Chinese Communist Party (CCP) estimates that
a total of
3.16 billion passenger trips are expected around the new year.

The Ministry of Railways has launched the new ID-verified
ticket system, online booking and telephone booking system.
However, since the online booking system was launched,
its website has often crashed due to overwhelming demand.
Many netizens said on Weibo microblog that purchasing train
tickets is more difficult than registering a death certificate.

The public has criticised the Ministry of Railways because
it can afford to build high-speed rail, but can not afford to manage a website.

Voice: “The number is engaged;
please dial later, the current waiting number is……”

Professor Zhao Jian of Beijing Jiaotong University said that
Chinese New Year is the peak travel season,
if the railways’ transportation can meet demand,
the off peak season services will be staggered .
In the past few years, the investment direction on railways
has had problems,
most funds are invested on expensive high-speed rail
which has fewer customers,
but there is no investment on standard passenger and
freight trains.
Low income passengers, during the New Year,
are forced to use high-speed rail,
queuing up days and nights to get standard train tickets.

A Shanghai migrant worker has bought a bus ticket for which
He has paid a price a few times higher than that for a train ticket.
He said it had cost him almost a month’s wages.

Writer and scholar Yang Hengjun questioned the CCP regime
Asking : “Is there anyone who works this out, along with the household registration policy,
why people with low incomes, spend so much more and
why so much money is wasted on roads?”

Yang Hengjun pointed out that although the ID-verified ticket
system made black market tickets difficult to obtain, it can not solve the basic problem.
On the contrary, it creates a fake ID business,
Which affects travel service efficiency.
The black market hasn’t been stopped,
it has been replaced by ticketing agencies.
The former secret ticketing channel hasn’t been blocked.
Yang said that the Ministry of Railways controls the system,
as soon as one end is blocked,
there is no way for the public to buy the tickets.
But the Ministry’s internal staff can purchase tickets,
there is no way to avoid internal Ministry staff working
in railway ticketing departments holding and reselling the tickets.

Mr. Li (restaurant staff, Beijing Railway Station) says:
“If you are trying to buy from black market, just think about that,
It is so hard to get a ticket this year,
it will certainly be more expensive than ever. “

This year, air tickets are is no exception in being hard to get.

A netizen working in Shenzhen said online,
a colleague could not book a train ticket home
at Kunming and Yunan, nor did he reserve the air ticket for
a direct Shenzhen-Kunming flight.
So he booked a Shenzhen-Bangkok flight on January 19,
and a Bangkok-Kunming air ticket for January 20.
It costs him RMB 2,200 yuan (US$349), which is
RMB 100 yuan (US$16) cheaper than the Shenzhen- Kunming direct flight.

According to the weather forecasts, during this year’s Spring Festival
travel rush, most regions of China are facing rain and snow.
Heavy snow has already reached the main areas of Northern China.

At Beijing’s capital airport, at least ten flights have been delayed
due to the impact of snow.
The icy road in Gansu has triggered a chain accident,
which has resulted in seven deaths and fifteen people injured.
