“医生反对强制摘取器官”关于中国器官移植大会的声明

【新唐人10月25日讯】中国器官移植大会将于2014年10月29-31日于杭州举行。“医生反对强制摘取器官组织”(简称DAFOH)10月22日发表声明说,中国将其强行摘取死刑犯、良心犯和法轮功修炼者的器官做为移植的经常性来源,此一行为违反伦理准则。除非中共立即终止这种行为,否则,国际社会应倡导不参与、不支持中国器官移植大会,或其他相关专业活动。

以下是DAFOH的声明的中文译本:

中国器官移植大会将在2014年10月29-31日于杭州举行。对照移植医学的专业与使命,这个移植医学会议存在根本上的反差。中国将其强行摘取死刑犯、良心犯和法轮功修炼者的器官做为移植的经常性来源,此一违反伦理准则的行为已持续达15年之久。

根据我们的调查,迄今一直被中共政府镇压的法轮功学员是被强制摘取器官的主体,中共政府系统地组织地方和军队的医院,从劳教所和监狱中把不放弃信仰的法轮功学员绑架到医院,甚至在他们活着的时候强行摘取他们的器官用于移植牟利。

去年的中国器官移植大会做出的“杭州决议”,计划以可验证的程序,来实现终止中国使用死刑犯器官。然而,尽管不同的医学界团体付出许多努力,中国仍未能向国际社会提供证据,来表明其真正有停止非法强摘器官的意愿,使国际医界失望。不仅身为反对强摘器官医师的我们感到沮丧;对于因器官需求增加而被不道德的移植手术窃取器官的无数生命而言,更是一大悲剧。

我们在这个无实效的杭州决议届满周年之际,重申该决议的原则,依然是吾等医学组织和协会与中国移植专业人士交流的基础。除非中国立即终止非法强摘器官,国际社会应倡导不参与、不支持中国器官移植大会,或其他相关专业活动。在这方面,每一个医学团体与协会,都有重要的责任来积极拥护此一倡议。

改变中国器官移植作法的努力,仍是当务之急。我们身为医疗专业人员,有道德上的责任:让这种普世谴责的非法强摘器官行为立即停止,并且在中国终止非法强摘器官之前,不再对中国移植医界活动给予支持。

鉴于世界医学会(World Medical Association),移植医学会(The Transplantation Society),世界卫生组织(WHO)与伊斯坦堡宣言等所阐述的伦理准则,我们认为在中国器官移植持续失控与滥用情况下,任何中国之外的移植专家若参与杭州的中国器官移植大会,都是不道德的,除非与会者是为了明确表达反对强摘器官的目的而参加。我们建议所有的医学组织分别给其成员发布以上建议。

Obligations of the Medical Profession in Light of the Chinese Transplant Congress 2014

On October 29-31, 2014, the Chinese Transplant Congress will be held in Hangzhou. The congress in the discipline of transplant medicine stands in fundamental contrast to the medical profession and mission. China has violated ethical standards for more than 15 years by using forced organ harvesting from executed prisoners、prisoners of conscience and Falun Gong practitioners as a routine method to procure organs for transplantation.

According to our investigation, Falun Gong practitioners, who have been persecuted by Chinese government, are the major victims of forced live organ harvesting. Chinese government systemically kidnapped Falun Gong practitioners in labor camps and prisons, who did not give up their faith, and have been forcefully harvesting their organs for profit even when they were still alive.

After the false optimism subsequent to the congress held last year, consolidated in the terms referred to as the Hangzhou Resolution, realization and a verifiable progress towards cessation of organ procurement from prisoners in China has been a bitter disappointment to the medical community. Despite the efforts of various medical organizations, China has failed to provide evidence to the international community of a genuine will to change the practice. This is disheartening for us as doctors who campaign for such practice to stop, but above all it is a tragedy for the countless lives stolen in the increasing need to supply such organs for unethical transplant practice.

We would like to take this opportunity, on the first anniversary of the now defunct Hangzhou Resolution, to reaffirm that the principles of that accord should remain the basis of our engagement as organizations and societies with Chinese transplant professionals. The international community should encourage no professional engagement, in support of the Chinese Transplant Congress or other aspects of professional activity, until illegal forced organ procurement comes to an immediate halt. In this respect, each medical association and society has an important responsibility to actively champion this issue and be active in trying to persuade China to stop using illegal forced organs.

The struggle to change Chinese transplant practice remains an urgent and imperative task. We as medical professionals have the ethical obligation to bring this universally condemned illegal organ procurement practice to an immediate end and to refrain from supporting current Chinese transplantation activities until cessation of using organs from prisoners has occurred.

In the light of ethical standards as set forth by the World Medical Association, The Transplantation Society, World Health Organization, Declaration of Istanbul Custodian Group and others, we would consider it unethical for any foreign transplant professional to attend this transplant congress in Hangzhou given the rampant and unrepentant transplant abuse in China, unless the person is going with the express and sole purpose of speaking out against it. We suggest to all medical associations to issue a respective advisory to its members.
