【新唐人2012年7月7日訊】7月5號，四川當局宣佈，由什邡的上級城市——德陽市副市長左正兼任甚邡市委第一書記，什邡市委書記李成金協助。這是什邡官民衝突事件發生以來，官方第一次做出的人事調整。評論指出，什邡市委書記對這次衝突事件固然負有不可推卸的責任，但中共這種「空降第一書記」的做法，只是和外界與什邡民眾玩了一個障眼法，避開了矛盾產生的根源，實際並不能真正解決問題。
最近四川什邡市民眾為抗議當地興建鉬銅礦場，舉行示威活動，當地政府出動武警、特警，而且動用鎮暴彈及催淚彈鎮壓民眾，引發公眾和媒體的強烈批評。
什邡市委宣佈暫停鉬銅項目興建，並由什邡的上級市——德陽市副市長左正兼任甚邡市第一書記，什邡市委書記李成金協助，沒有撤除職位。
「中國公民監政會」發起人郭永豐認為，什邡的官民衝突事件撕開了中共「太平盛世」的假面具，讓被媒體矇騙的中國人有機會思考，這個政府到底是一個甚麽樣的邪惡政權。
「中國公民監政會」發起人郭永豐：「它的處理手法就是大事化小、小事化了，最後不了了之，用硬的辦法解決不了問題，他就採取軟的辦法來唱白臉，紅臉也唱，白臉也唱，反正怎麼樣把你哄住就行了，讓你聽話就行了。」
在「什邡萬人大衝突」事件平緩後，大陸足球記者、網絡博主李承鵬前往什邡調查，併發表了自己在什邡的見聞，他說，當局派出的武警還是見人就打。目前李承鵬已被要求噤聲。
另外，還有記者調查曝出什邡「宏達鉬銅」背後官商勾結。
《時代週報》記者何光偉在微博發佈文章指稱，「宏達」管理層和董事裡，有現任或歷任的中共官員，其中副部級2人、廳級1人、副廳級1人、處級至少7人。
時事評論員藍述表示，因為甚邡官民衝突事件引起了社會和世界媒體的關注，官方不得不就重避輕，當成工作失誤處理。
時事評論員藍述：「背後有許許多多的官商勾結的腐敗背景，因為這些問題是真正的造成中國社會矛盾的根源，如果去調查這些高管，調查宏達集團背後的利益團的話，那很可能牽扯出來的人物一個比一個大，這就變成一場政治地震了，這是中共不願意看到的。」
中共這種「空降第一書記」的做法，在國內也引起民眾的熱烈討論。長沙劉岳律師在網上寫道：激起民變的書記居然職級沒變，只是被架空，一方面滿足了群眾的呼聲，算是給出了一定交待，穩定了民心，另一方面，又不會讓其他幹部兔死狐悲，穩定了軍心，對雙方都算是好事，高啊。
藍述：「任何它如果要處理腐敗問題的時候，它首先紀委出面，關起門來審案子，他已經搞清楚了，誰可以犧牲，處理誰不會對中共造成太大的衝擊，不會引起政治地震，把這些東西都平衡出來之後，它下一步讓法院去處理，他就把最本質的矛盾，中共和中國社會之間的矛盾，它就避開了。」
現在什邡市第二人民醫院裡，還住著一群日前被無辜打傷的居民，有人雙腳被催淚彈炸出大窟窿，有人為了抵擋警棍，被打到手臂骨折，有人莫名奇妙被特警壓在地上，狂打一頓，背部傷痕纍纍，他們在回憶當時情景時還心有餘悸。
據了解，被什邡居民抗議污染的「宏達集團」，在四川擁有「金路集團」、「宏達股份」兩家上市公司，還拿到四川信託的牌照，也產銷知名白酒「劍南春」，而且甚邡最大的酒店是「宏達金橋大酒店」，甚邡市委旁邊的開放式廣場被命名為「宏達廣場」。

Cover-up Games by Shifting 1st Party Secretary of Shifang City
On July 5th, Sichuan authorities announced the appointment
of Deyang City Deputy mayor Zuo Zhengjian as
first secretary of the municipal party committee, assisted by
Shifang City party secretary Li Chengjin.
Its the first investigation officials carried out since the
conflict between Shifang officials and citizens took place.
Analysis reveals that Shifang City party secretary cannot pass
the buck.
However, this is only playing a game of blindfold with the
outside world avoiding the root of the conflict.
In reality it does not solve the problem.
Recently, Sichuan Shifang citizens protested against
the building of molybdenum copper factory.
Local authorities sent armed police and special police forces
as well as using riot bomb and tear gas to suppress the public.
This initiated strong criticisms from the public and medias.
Shifang Municipal announced suspension of molybdenum
copper factory construction and Deyang City Deputy mayor
Zuo Zhengjian as first party secretary, with Shifang City party
secretary Li Chengjin to assist.
Founder of Federation of Chinese citizens for Supervision of
the Government (FCSG) Guo Yongfeng, believes Shifang
officials and citizen conflict have ripped off the mask of the
Chinese Communist Party (CCP) peace and prosperity.
It has allowed Chinese who are fooled by the media the
chance to think what kind of evil government this really is.
Guo Yongfeng: “The way the CCP handles it is by making
major issues into small ones and small issues into non-issues.
It is impossible to deal with problems the hard way,
so they use soft ways;
sometimes they act like a good person, sometimes they act
like a bad person to coax you and to make you listen.”
After Shifang protest cooled down, Mainland soccer reporter
and website blog owner Li Chengpeng went there
to investigate and published his own accounts in Shifang.
He said the Chinese regime police force still beats whomever
they see. Currently Li Chengpeng has been told to keep silent.
Besides, other reporters have investigated Shifang’s collusion
between the government and businesses.
Reporter He Guangwei pointed out on Weibo there are former
and current CCP members in management level.
Two in the vice-ministerial level, one in the department level,
one in deputy department level, seven at divisional level.
Current Affairs Commentator Lan Shu says
because Shifang event has grabbed society’s attention as well as medias all over the world,
officials have no option but to avoid this
heavy responsibility and handle it as an error in work.
Lan Shu: “There are many corruptions behind government
and business collusion.
These corruptions are the root cause of Chinese society’s
conflicts.
If high level officials are investigated and investigate HTC it is
possible that each one involved is more powerful than before.
This would become a political earthquake, which is what the
CCP does not want to see.”
CCP’s methods have incited heated debate in Mainland China.
Lawyer Liuqin from Changsha wrote on the web that the party
secretary who stirred up civil commotion was not changed.
One hand it satisfied the people’s desire, but on the other
hand it is nothing constructive.
Lan Shu: “Any corruption problems are handled first by a
member from the Commission for Discipline Inspection.
The case is investigated behind closed doors.
They already know clearly who can be sacrificed.
This is not to impact the CCP too much and to not cause a
political earthquake.
After all these things are listed the next step is going to court.
They avoid core conflict between the CCP and Chinese society.”
Now a group of innocent injured citizens are still in Shifang
2nd People’s Hospital.
Some are injured severely by tear gas bomb. Some people’s
arms were broken when attempting to block the police baton.
Some were beaten on the ground for no reason. Their fears
still linger when recalling the suppressed scene.
Apparently HTC owns Sichuan Jinlu group and
Sichuan Hongda. It also sells well-known Chinese wine.
The largest hotel in Shifang is Hongda Golden Bridge Hotel;
the square next to Shifang City Hall is named Hongda Square.
