【禁聞】港媒揭「十八大」中共人事選舉黑幕

【新唐人2012年11月29日訊】香港《爭鳴》雜誌11月號刊載文章披露,在中共十八大開幕之前,中央政治局就為選舉制定了「得票率指標」。此外,在十八大會議期間,中央政治局否定了兩項具有「民主」和「透明度」的建議。請看以下報導。

《爭鳴》雜誌證實,中共十八大的選舉為了表現出圓滿,中央政治局為十八大選舉的「得票率」制定了高係數指標。

首先,要保證中央委員的得票率全部超過百分之八十,保證候補中央委員的得票率超過百分之七十八。其次 ,保障中央政治局委員、中央書記處書記的得票率超百分之八十五,「中央政治局常委」的得票率在百分之九十以上。

同時,要保障中紀委書記、副書記、中央軍委委員的得票率在百分之九十二以上。保障中央總書記、中央軍委主席、中央軍委副主席的得票率,超過百分之九十三。

另外,為了確保高額得票率指標,胡錦濤還下達了三個確保的指令。

雜誌分析,實現這些「中國特色的高額得票率」指標,「彰顯和諧穩定」是中共體制的共識。

美國哥倫比亞大學政治學博士王軍濤表示,共產黨選舉制度,以及幹部選拔的機制,都存在著問題。

王軍濤:「現在的領導班子高度極權的幹部,並不是在解決問題中產生他們的幹部候選人,然後由人民來選舉,而是由共產黨的各個權貴集團,進行瓜分這些職務,以便自己能有更大的機會,去繼續能夠撈取利益,去禍害老百姓。」

時事評論員林子旭認為,中共的「十八大」投票是假的、鼓掌是假的、營造的所謂和諧氣氛是假的。

時事評論員 林子旭:「開會的這些所謂代表,當然也都知道自己需要扮演甚麼樣的角色,甚麼時候舉手、甚麼時候鼓掌,那都是非常清楚的,這些所謂的代表,心甘情 願的讓別人把自己當工具使用。事實上,這些代表到不到北京,對於最後的人事安排,沒有任何的影響。」

那麼,中共為甚麼要開這樣一個會議呢?

林子旭:「無非就是為了騙騙老百姓,裝出一副自己也能在一定程度上,實踐民主的樣子,一個爛透了的黨,還非要給自己裝點門面,看起來是非常可笑、非常愚蠢的。但是,就是這樣一場醜陋虛假的大戲。不知道又要耗費多少億的民脂民膏。」

另外,雜誌文章還說,有兩項具有民主和透明度的建議被政治局否決,一個建議是,十八大代表選舉產生中央委員、以及候補中央委員過程,建議全國電視直播,向全社會公開選舉結果。

另一個建議則是﹕十八屆的一中全會,由中央委員、和候補中央委員選出中央政治局委員、和中央政治局常委、以及中央總書記等,建議投票選舉過程能邀請黨內、和社會人士參與觀察,然後向全社會公開選舉結果。

文章指出,這兩項具有初級「民主」及「透明度」的建議最後被否決,主要的理由是:「怕引發反效果,使中央工作產生困難」。而中央堅持選舉得票情況不公開內情,主要怕「丟面子」、怕「失黨心、民心」。

林子旭表示,十八大是中國社會最具有權勢的一批人,集合在一起毫無羞恥感的公開騙人,這是中國大陸的現狀。在大陸百姓對中共十分反感的今天,中共或許只能通過這種方式聊以自慰。林子旭強調,這一切,都是中共走向窮途末路的徵兆。

Hong Kong Media Exposes Facts behind the 18th National Congress Election

Hong Kong Cheng Ming Monthly』s November issue
disclosed that
the Communist Politburo had determined the percentage of
votes to win the election prior to the 18th National Congress.
The Politburo also rejected two pro-democracy and
pro-transparency suggestions during the National Congress. The following is our report.

Cheng Ming Monthly confirmed that to demonstrate
a satisfactory election,
the Communist Politburo developed indicators to ensure
the percentage of votes for the 18th National Congress.

First, the elected Central Committee must receive
more than 80% votes,
and the elected alternate member must receive
more than 78% votes.
Second, the elected Politburo Central Committee
and the Central Committee Secretary must receive votes over 85% and the Politburo Standing Committee over 90%.

Secretary and deputy Secretary of the Central Commission
for Discipline Inspection and the Central Military Commission must receive more than 92% of votes.
General Secretary of the Central Military Commission,
Chairman and Vice Chairman of the Central Military Commission must receive more than 93% of votes.

In order to ensure the high percentage of votes indicators,
Hu Jintao issued a “three guarantees" instruction.

The magazine analyzed that these Chinese characteristics,
high percentage of votes, harmony and stability, are the consensus in the communist regime.

Dr. Wang Juntao, who received his doctorate in Political
Science at Columbia University,
analyzes the problems that exist in the electoral system
of the Communist Party.

Dr. Wang Juntao: “The highly totalitarian central cadres
did not select their cadres candidates based on the problems to be solved, and then let the people do the election.
These positions become opportunities for the Communist
bigwigs groups to profit and continue to gain interest.
The public became the victims."

Political commentator Lin Zixu comments that everything,
including the votes, the applause, and the harmony, was fake.

Lin Zixu: “These so-called delegates definitely know
their roles. It is clear when to raise hands and applaud.
These so-called delegates are willing to become tools.

In fact, whether or not they show up in Beijing would not
have any effect on the final personnel arrangements."

So, why did the Communist regime proceed
with such a meeting?

Lin Zixu: “It is just to fool the people by putting on a show,
to a certain extent, of democracy.
It is a ridiculous and stupid show by a rotten Party.

However, billions of hard-earned dollars were wasted
for such an ugly false drama."

The article also mentioned two suggestions of pro-democracy
and pro-transparency were rejected by the Politburo.
One was a live broadcast of the election during
the 18th National Congress and to avow the election results.

Another suggestion was to invite participants from within
the Party and the community to observe the election
during the first plenary session after the
8th National Congress and avow the election results.

The article commented that the two pro-democracy
and pro-transparency suggestions were rejected for fear of negative effects and problems to the Central Committee.
The true issue behind the closed door election was that
the Central feared losing face and the support from the cadres and the people.

Lin Zixu indicates China is facing a shameless group
of powerful deceivers.
The Chinese have found the Communist regime
very objectionable.
Lin Zixu stresses these self-comforting tactics are signs
of a dead end for the Communist regime.
