【禁聞】藏區再現兩自焚 中共定自焚判刑

【新唐人2012年12月10日訊】週六藏區再度發生自焚事件,兩人分別自焚身亡,使中國藏區自焚人數升高到94人。中國大陸最高人民法院日前制定有關藏區自焚案件的新規,對情節嚴重自焚者及幫助他人自焚者,都要定罪判刑。大陸官方媒體指稱,四川警方偵破所謂「自焚殺人案」,並逮捕兩人,分別是40歲的四川阿壩縣「格爾登寺」僧人羅讓貢求,和他31歲的侄子——阿壩縣牧民羅讓才讓。不過藏人表示,自焚是遭受迫害的西藏人以「捨身伺虎」的方式維護宗教,並沒有違背佛教教義。但是中共政府沒有絲毫憐憫和退讓,只是以強制阻止和判刑的方式繼續鎮壓西藏人。

據《自由亞洲電臺》報導,四川省阿壩州若爾蓋縣森都寺僧人貢覺培傑,和甘肅省甘南州祿曲縣年輕藏人白瑪多吉,星期六分別自焚,抗議中共政府在藏區的高壓政策,兩人都當場身亡。24歲的貢覺培傑在達倉納摩「格爾登寺」經堂大殿前,高呼「達賴喇嘛萬歲」等口號後點火自焚,僧人們圍住自焚者高呼他的名字,並進行誦經祈福。另外,23歲的藏人白瑪多吉在「西倉寺」大門前點火自焚,表達對中共政府的抗議。

「達賴喇嘛西藏宗教基金會」董事長達瓦才仁表示,中共政府的殘暴鎮壓,是今年自焚劇增的根本原因。

「達賴喇嘛西藏宗教基金會」董事長達瓦才仁:「 自焚首先是零八年以後中國(共)政府加緊對西藏境內的鎮壓和控制開始的。當控制到一定程度,當然就沒有辦法去忍受。當發生自焚的時候,中國(共)政府並沒有想過去反思:為甚麼會有這樣的事情。而是越來越殘暴的進行鎮壓。」

大陸《甘南日報》評論員文章說,藏傳佛教講究以慈悲為懷,以不殺生為根本戒律。然而,自焚事件的策劃者披著宗教的外衣進行違法犯罪行為。但是達瓦才仁表示,雖然達賴喇嘛並不贊成自焚這種慘烈的抗爭手段,希望找到其他的途徑,但是自焚並沒有違背佛教教義。達瓦才仁說,自焚是一種殉教或殉難,為民族、為利他,是類似於佛祖「捨身伺虎」的一種行為。

達瓦才仁:「佛教強調的不能自殺,指的是不能為了感情、經濟等原因,這些藏人自焚都不是基於個人利益,他們是為了宗教,為了佛教,為了西藏民族,為了利他,也不是基於仇恨,都是為了護教的行為。這樣的行為在佛教歷史上非常非常的多。比如說從佛祖捨身伺虎,在中國高僧傳當中,就會發現有很多高僧為了護教,為了維護自己的信仰,而通過自焚或這樣的方式去維護。這樣的例子非常多。」

大陸最高人民法院、最高人民檢察院、公安部聯合發佈「關於依法辦理藏區自焚案件的意見」。這份意見聲稱,藏區自焚者普遍具有分裂國家的動機,並對公共安全、社會秩序造成危害,自焚行為屬於違法犯罪活動。對幫助他人實施自焚者,將以「故意殺人罪」追究刑事責任。對於自焚者本人,情節嚴重者也要「依法追究刑事責任」。

達瓦才仁表示,這個並不是新規定,中共一直對自焚者強硬鎮壓。

達瓦才仁:「在這之前有一些藏人當他們自焚的時候,很多西藏人都會在旁邊維護他,不讓他被中國軍警以搶救的名義帶走,這些藏人都會以殺人罪的名義被判刑。所以說這個有點像,民不畏死,奈何以死懼之?」

達瓦才仁表示,中共對藏人自焚,除了鎮壓沒有任何正面的反應。他說,這結果只會造成惡性循環。對於中國,對於西藏都沒有任何的好處。

Tibetan Self-Immolators in China Subject to Criminal
Punishments

Two more Tibetans in China self-immolated and died on
Nov. 8. The number of self immolations rose to 94.
2012 saw the most self immolations so far.

The Chinese Communist Party (CCP) judicial authorities
have issued a new regulation on Tibetan self-immolation.
It says that criminal convictions will be applied to Tibetan
self-immolators and to those who assist in self-immolations.
Tibetans comment that self-immolation is viewed as
a desperate action to safeguard their nation and religion.
However, the tragedies have never gained any mercy or
concessions from the CCP.
The regime just continues its crackdown on Tibetans
banning and convicting, according to comments.

Radio Free Asia reported that on Nov. 8, another two monks
in Sichuan and Gansu provinces self-immolated.
Both young protestors against the CCP rule died on the spot.

One of them, aged 24, set himself ablaze after shouting
slogans including “Long live the Dalai Lama".
Monks around him shouted his name and prayed for his soul.

The other one, aged 23, set himself on fire in front of
local Temple Xicang.

Dawa Tsering, chairman of the Tibet Religious Foundation
of His Holiness the Dalai Lama, comments.
The cruel persecution of CCP is the root cause of
a dramatic increase in self immolation in 2012.

Dawa Tsering: “Tibetan self-immolation started in 2008 when
the Chinese(CCP) government tightened it’s control over Tibet.
Tibetan self-immolation occurs when the crackdown
exceeds a tolerable level.
The CCP never ponders over the tragedies to find out
the reason behind it, but represses more violently."

The Gannan Daily, official newspaper for the CCP Gannan
Tibetan Autonomous Prefecture, published a commentary.
It accused the self-immolation plotters of committing crimes
under the cloak of religion which bans killing lives.
In response, Dawa Tsering says that the Dalai Lama
Is not in favor of self immolation, a tragic way to protest.
However, in itself self immolation does not violate
the teachings of Buddhism.
He says that self immolation is altruistic martyrdom
For religion and for the nation.
It is similar to Buddha’s “sacrificing his own life
to feed a tiger”.

Dawa Tsering: “Buddhism bans killing lives for reasons
such as personal emotion, money, and others.
All the Tibetan self-immolations that occurred were not
in pursuit of their own private interests.
Their behaviors were an altruism, not out of hatred, but
were done to safeguard Buddhism and the Tibetan nation.
Numerous cases similar to theirs can be found
in the history of Buddhism.
For example, the Buddha sacrificed himself to feed a tiger.

In Biographies of Chinese Eminent Monks,
there are a lot of stories of self immolation to safeguard Buddhism and their beliefs.”

The CCP judicial authorities have issued an official opinion
on dealing with Tibetan self-immolations.
The documents said that Tibetan self-immolators were
“all commonly motivated to separate the country”.
Their self-immolations “have harmed public security
and social order, which are regarded as crimes”.
Those who help others to commit self-immolation will
be prosecuted for the crime of “intentional homicide.”
The self-immolators themselves, “in serious cases”,
will be “subject to criminal punishment”.

Dawa Tsering remarks that this is not a new CCP policy.
The regime has long cracked down toughly on self-immolators.

Dawa Tsering: “In the past, when a Tibetan
was ready to set himself on fire,
many others surrounded to protect him from being
taken away by Chinese army soldiers or police.
All these Tibetans were thus sentenced on
a charge of homicide.
It’s a little bit like saying, 『If people do not fear death,
how could you threaten them with death?"

Dawa Tsering says that the CCP has never reacted
positively on Tibetan self-immolations.
He indicates, this only leads to a vicious circle,
which is bad for both China and for Tibet.
