【禁聞】胡春華的「三字經」如何使力?

【新唐人2012年12月25日訊】從內蒙古黨委書記空降廣東省委書記的胡春華,稍早前在省委常委會議上提出「號召力」和「戰鬥力」,這些「三字經」被認為,在強調「空談誤國,實幹興邦」的大陸當前,尤其具有意義。那麼,胡春華能在汪洋之後,更好的處理抗爭頻發的廣東局勢嗎?下面聽聽專家怎麼說:

接替汪洋主政廣東的新任省委書記胡春華,12月18號下午主持召開了省委常委會議,他在會上說,要做好廣東的工作,關鍵是要把常委會建設好,把常委會建設成一個團結的班子、幹事的班子,一個有號召力和戰鬥力的班子。

原山東史學教授劉因全:「叫常委要有戰鬥力,要有號召力,那就說明,現在的官員,包括這些常委們,沒有戰鬥力,沒有號召力。當然用處不大啦!因為中共現在這個體制問題,造成它病入膏肓!像這樣只是強調一點,提一提啊,我想不會起甚麼大的作用。」

大陸媒體評論報導說,放眼神州大地,不作為、不幹實事與誇誇其談的官員依然大有人在,這些人的通病就是沒有「戰鬥力」;而且,在當下官場,貪污腐敗猖獗,大官大貪,小官小貪,連鄉村裡的「芝麻官」也貪得無厭,這些貪官但求自己官運亨通、財源廣進,對老百姓的生活就管不了那麼多了,因此他們不但沒有「戰鬥力」,當然就更沒有「號召力」。

而時政評論家藍述認為,中國目前面臨巨大的社會矛盾和經濟問題,但是中共的領導們並沒有意願進行改革。

藍述:「在今後的幾年,中國的社會形勢將會出現巨大的變化,因為官民矛盾的尖銳程度,以及中國經濟發展所能進行調整的路子都不多了,中國經濟現在面臨巨大的問題。」

香港媒體在稍早前的專欄文章中指出,廣東既是經濟大省,又是問題大省;既是改革開放前沿,又是思想交鋒最激烈地區;既是權貴利益交匯處,又是群體性抗爭頻發地區。改革開放三十多年積纍的各種矛盾,在廣東都能找到,而且比其他地方更嚴重。

胡春華主政過河北和內蒙等人口與資源大省,唯一缺乏的是沿海發達地區的政治歷練。報導分析,胡春華從未經歷的難題,從官吏腐敗成風到貧富差距懸殊,從體制阻礙到公民社會成長,從權貴橫行到群體性事件頻仍,各種問題剪不斷、理還亂。利益誘惑、左右交鋒、基層騷亂、粵港澳合作與衝突,挑戰一波接一波。

時政評論家藍述:「他在中共現行的體制之內,只要體制不改變,他應該都沒有太多施展的空間,因為他在不觸及中共這個體制本身的前提之下,他們都沒有辦法再往前走了,這個體制不改啊!再有號召力,再有戰鬥力,也就是嘴上說一說,真正的不會起太多作用。」

報導說,汪洋敗走廣東,胡春華應引以為戒。由於汪洋急於樹立改革派形象,主政廣東期間推出騰籠換鳥、行政體制改革、公民社會建設、三打兩建等一系列政策,但多數虎頭蛇尾無疾而終。近幾年,廣東從韶關到潮州,從中山到茂名,大規模群體性事件一宗接一宗。而每次騷亂,汪洋都不是親臨一線處理,反而前往國外學習所謂的社會治理經驗,逃避與基層百姓真誠對話。

而今胡春華上任,是否會改變做法?

藍述:「中共黨內從總體來看,它沒法改!這就是最後黨內各派妥協的結果—-不改旗易幟。你不改的話,下面的人再怎麼提,那也是個人說一說而已。」

胡春華,被外界認為是中共當局重點培養的第六代接班人,如果胡春華在廣東的政治歷練不出問題,五年後很可能晉升為政治局常委,真正實現接班。因此,報導說,對胡春華來說,廣東這五年只許勝不許敗。令人好奇的是,中共政權還能撐五年嗎﹖

Will Guangdong”s New Leader Policy Work?

Hu Chunhua was promoted to Guangdong party secretary,
from the position of Inner Mongolia party secretary.
Recently, he mentioned “ability to organize” and “ability
to fight” at a provincial Standing Committee (SC) meeting.
His words are considered eloquent, especially the slogan,
“Empty talk ruins the country, practical work prospers the country.”
Can Hu Chunhua manage to run Guangdong
better than Wang Yang did? Let”s take a look.

On December 18th, Hu Chunhua chaired
a provincial level Standing Committee meeting.
He said, in order to do well in Guangdong, the key point
is to organize better Standing Committee meetings;
to develop the Standing Committee as a unity team,
a practical team, a team with ability of organize and fight.”

Liu Yingquan, former History Professor in Shandong:
“Training the SC to have ability to fight and organize,
means the current officials including members of SC have
no abilities to fight and organize, that they are useless.
The Chinese Communist Party”s (CCP) system
caused many problems, it is like an incurable disease!
What he stressed on is just one point, he only casually
mentioned it, I think it won”t produce any effect.”

Media in mainland China reported, in China, many officials
haven”t truly served their jobs, haven”t worked practically.
Their common problems are lack of “ability to fight,”
no matter whether they are high or low level officials, corruption is common among them.
Even village officials are seriously corrupt. Such officials
are only concerned about their own gain and power, and are careless about civilians” life.
So they not only have no “ability to fight,”
but also have no “ability to organize.”

Lan Shu, Current Affairs” Commentator, believes CCP
is encountering gigantic social and economic problems.
However, leaders have no intention
to reform and change.

Lan Shu: “In the next several years,
China”s social situation will change dramatically.
As conflicts between officials and citizens
become increasingly tense.
In addition, there isn”t much room for economic adjustment.
The CCP is economically facing massive problems too.”

Hong Kong media reported in a feature column, Guangdong
was a major economic province, yet it also has big problems;
it was a pioneer in the opening up and reform,
and was also a vanguard area for new ideas;
it was an area of struggle between power and interests,
and an area that has many protests are taking place.
All major conflicts that accumulated in the past 30 years
can be found in Guangdong.
And it is all more severe there,
than in the other areas.

Hu Chunhua was in charge of Hebei and Inner Mongolian
Provinces which have large population and natural resources.
The only thing they lack is political experience
like that in coastal cities.
The report analyzed, that problems Hu Chunhua has never
faced, are corruption, huge rich-poor gap; system” obstacles,
civil society”s development, abuse of power, mass protests,
etc., with various problems being rather chaotic.
In addition, interests” lures, rightist and leftist”s struggles,
grassroots unrests, joint conflicts of Macau and Hong Kong, challenges line up one after another.

Lan Shu: “He is within the CCP system, without changing
the system, he hasn”t have much room to maneuver.
If he doesn”t touch the CCP system,
they have no room to move forward.
Without changing the CCP system, even if you have
the skills to manage and fight, it is all just one empty talk. It won”t have a real effect.”

The report said, Wang Yang”s failure in Guangdong,
should make Hu Chunhua learn a lesson.
Wang Yang was eager to set an image of a reformism,
he implemented various methods: administration reform, civil society development and other policies.
Most of them started loudly,
but produced no results in the end.
In the last several years, protests happened constantly
in Guangdong, such as in Shaoguan, Chaozhou, Zhongshan and Maoming.
Mass protests happened one after another.

After each incident, Wang Yang went abroad to study social
management, instead of solving the problems on site. He has avoided facing civilians.

Will Hu Chunhua change this method?

Lan Shu: “Generally speaking, CCP”s system won”t change.
That”s why each faction within the party made a concession: to not touch the CCP.
Under this circumstances, no matter how many people
talk about a reform, it still remains just an empty talk.”

Outsiders believe, Hu Chunhua is from the sixth-generation
successors that the CCP is focusing on training.
If Hu Chuhua doesn”t have problem in Guangdong,
in five years, he will be promoted to the Politburo SC.
He will be the successor. The report said,
Hu Chunhua is only allowed to win, but not fail.
People are curious, with problems up to its ears,
will the CCP be still around in five years?
