Hong Kong Council Member’s “Anti-donation" Speech

Recently, the Hong Kong Legislative Council rejected
Chief Executive Leung Chun-ying’s motion to raise
100 million yuan for the Ya’an earthquake disaster.

The Chinese Communist Party (CCP) mouthpiece
People’s Daily published an article on overseas editions and Hong Kong media,
accusing the Hong Kong people of
an “anti-donation” movement.
This issue has risen to the political heights, causing great
resentment from the public, attracting international attention.
Legislative Council member Wong Yuk-man pointed out
at the meeting that it was following public opinion.
His impassioned speech has been widely spread online
with the video ranked first on Sina Net.

On April 24th, Wong Yuk-man spoke in the council meeting
regarding the Sichuan Disaster Relief Funds.
He was applauded by Mainland netizens.
They called him a real people’s council member.
[Video]Wong Yuk-man: “Secretary of Justice,
you have eyes and ears, so you can see and hear.
Five years ago, I was on the street to collect donations.
Within 3 days, I received 500,000 and sent it to the Red Cross.
Today, the Hong Kong Red Cross collected
only 5 million in 3 days.
That would have been 56 million in 2008.
Do you really think that everyone is blind?”

Wong Yuk-man pointed out that Hong Kong people
refuse to donate money because they do not trust corrupt officials in the Mainland.
What has happened to the money raised in the past?

[Video] Wong Yuk-man: “a very simple reason,
we don’t trust the China Red Cross.
Now, we can’t even trust you. Mrs. Lam
where is the 9 billion we raised last time?
You say that was a Disaster Relief Fund, and I know that too.
That money was to build them a school. Where did it go?
Just look at this document, there was money to build a
social welfare institute, after the mud slide in Gansu Province.
Where is the institute now?
Is that how our public funds are being used?”

Wong Yuk-man said that one hundred million
is a Pro-CCP gesture.
He even called the Hong Kong government
the CCP’s special agent.
Liu Jiacai, Hubei engineering supervisor,
was moved by Wong’s speech.
Liu Jiacai: “The more you donate,
the more they take in. I oppose donations.
They do not have an account,
and they are not transparent.
I used to be quite enthusiastic about donating
money to earthquakes, but not anymore.”

On April 26th, the Hong Kong Ta Kung Bao
published an article, saying that
refusing to donate is both anti-central government
and anti-nation.
Official media, People’s Daily, overseas edition
also published a critical review article,
“A few Hong Kong people resist disaster relief donations
— are their reasons tenable? “

Liu Jiacai said that Hong Kong people have
a good reason to refuse to donate.
Liu Jiacai: “First, if I donate the money,
I want to know where this money goes.
For example, it goes to rebuilding.
But what kind of quality in construction?
If I invest 20 million yuan for a school,
actually it does not need that much.
Because the reconstruction is so shoddy,
they cut corners and accept kickbacks.
When private owners and officials collude
with each other, the money is gone.”

Guo Quanfang, instructor of Shandong University,
said that she watched Wong’s speech on video.
She supports the Hong Kong people’s actions.
She added that she did not donate either.
In the past, her work unit deducted money directly from
her paycheck. This year, it has changed to voluntary mode.
Guo Quanfang: “Your donation will not end up in victims’
hands. It is for officials to wine, dine, and entertain themselves.
One earthquake victim said he sincerely thanks
other people for their help.
He also said: “Don’t donate money– because victims
are even being charged 100 yuan transportation fee.”

Guo Quanfang commented that basically,
charity is a good thing.
Chinese people often say, when one person has a difficult time,
people from eight different directions will come to help.
If officials will really give every penny to the victims,
people will not complain about donations.
Radio France Internationale commented that when citizens
donate their blood free, the institute sells the blood to patients.
The China’s spinal cord bank charges patients 500 yuan for a
checkup and at least 50,000 for a bone marrow transplant.
Actions that aim at making money,
building wealth on others’ sufferings,
and robbing victims of their disaster relief funds
are true reflections of anti-central government, anti-state, and anti-nation.
