【禁聞】中共網絡間諜跨紅線 美國不再容忍

【新唐人2014年05月23日訊】美國司法部日前起訴了5名中共軍隊黑客,並公布嫌疑人的名字和照片。美國安全人員表示,國與國之間互相刺探情報是正常的,但中共跨越了「紅線」,針對美國民間組織、私人企業和商業界進行網絡攻擊,這是不道德的。

5月19號,美國司法部起訴了5名中共軍隊黑客,指控這些人侵入5家美國鋼鐵、太陽能、核電企業以及一家勞工組織的電腦,竊取商業機密和其他敏感商業信息。

美國安全專家表示,軍方對軍方之間、情報單位對情報單位之間的互相刺探,是正常的,大家都心照不宣,但是中共軍隊利用國家龐大資源攻擊美國私人企業,竊取寶貴的知識產權後,再交給中國企業,其中很多是國有企業,發展山寨產品,藉此來打擊美國公司,這是非常不公平、也是不道德的。

美國前助理國務卿溫斯頓•洛德大使表示,中共的商業盜竊行為,每年給美國公司造成數百億美元的損失。

美國《芝加哥論壇報》社論指出,這個起訴的目地是向中共傳遞一個信息:積極盜取美國經濟及商業機密的行為,將不再被容忍。

旅美中國社會問題研究人士張健:「美國這個方面起到一個非常好的警示作用,就是警告所有的共產主義國家,像他們黑客這種不法的行為,只要是觸犯了美國的法律,一定會被繩之以法。我相信中共只能是巧立名目,更換它的戰略手段,繼續還會在美國和其他民主國家搞這種大量的網絡攻擊行為,因為這是它的本質決定。」

美國官員表示,除了遭到起訴的中共61398部隊外,美國國家安全局及情報合作夥伴,目前還在調查20多個中共黑客組織,這些組織大多為中共軍方單位,它們侵入了美國大量政府機構和公司。

據報導,中共當局對美國的指控做出了強烈反應,除召見美國大使以示抗議外,還中止中美網絡工作組的活動。外交部發言人秦剛表示,中國是美方網絡竊密和監控的嚴重受害者。他所指的是,前美國國家安全局承包商僱員斯諾登揭露的美國監聽醜聞。

張健:「美國所監控的東西,它是起到一個維護世界安定的作用,在這個作用前提下,它無論是從事反恐、監控,它是有法可依的、有章可循的。」

北京時政觀察人華頗:「國與國之間利用網絡竊取它國的機密,這不是甚麼秘密,但是美國不會監控異議份子,如果你在美國網絡上對美國政府的做法提出異議和反對,美國政府,上至總統,下至工作人員,不敢把你怎麼樣,不敢竊取你的機密和干擾你的系統,但中國不一樣,中國的金盾(工程)實在是無孔不入,如果你對中國政府提出了一些異議,你就會受到監控,網絡系統就會受到干擾。」

據了解,以往,美國基本上是通過外交或媒體等途徑,來表達對中共竊取機密的不滿,為何美國現在改變態度呢?北京時政觀察人士華頗認為,有幾方面原因。

北京時政觀察人士華頗:「中國召開亞信會議,聲稱亞洲是亞洲人的亞洲,那意思就想把美國踢出亞洲,而且中、俄又舉行聯合軍演,針對的就是美國在東海的盟國日本,而且中國這次跟俄羅斯簽訂了能源協議,這樣一來,美國和歐洲國家制裁俄羅斯,中共卻暗中支持俄羅斯,美國非常惱火,所以在這個時間點上提出了中國的5名軍官。」

美國官員表示,他們將關注中共當局是否限制網絡間諜活動,以及將採取哪些步驟。

大陸時事評論員周曉輝在博文中指出,中共高層現在不會忽視美國的警告,畢竟中共有太多令人驚駭的秘密掌握在美國人手中,比如活摘法輪功學員器官,比如在美高官的直系親屬和存款。美國拋出任何一個,都將徹底要了中共的命。

U.S. Begins Showdown with the Chinese Regime

Recently, the U.S. Department of Justice charged five hackers
of the Chinese Communist Party (CCP) military, and released
their names.
U.S. security experts explained that intelligence activities
between countries are normal,
but the CCP has crossed the red line and launched cyber
attacks on U.S. NGOs, private enterprises and the business world.
This is immoral.

On May 19 U.S. Department of Justice charged
five hackers working for the CCP military,
They are accused of invading the computers of five U.S.
companies,
such as U.S. Steel, solar and nuclear power companies
and a labor organization, in order to steal business secrets and
other sensitive data.

U.S. security experts expressed that intelligence gathering
between militaries and intelligence units are common.
But the CCP military utilizes huge national resources to
attack private U.S. companies, to steal valuable knowledge and IP’s
and hand these details over to Chinese enterprises,
many of which are state-owned enterprises,
to develop and produce pirate products and undermine U.S. companies.
This is unfair, as well as immoral.

Former U.S. Assistant Secretary of State and
Ambassador to China Winston Lord said that,
the CCP’s commercial theft has caused tens of billions of dollars
in losses annually to U.S. companies.

Chicago Tribune editorial stated that the purpose of
this prosecution is to send a message to the CCP:
actively stealing U.S. economic and business secrets
will no longer be tolerated.

US-based China Issue analyst Zhang Jian:
“It was a very powerful warning. It warned communist countries
that illegal activities such as hacking would be
brought to justice as long they violate the U.S. law.
I believe the CCP has to adopt other strategies and
would continue to engage in large scale network attacks on
the U.S. and other democratic countries. This is its nature."

U.S. officials said in addition to suing the 61,398 troop,
FBI and its partners are investigating more than 20 CCP
hacker organizations, which mostly belong to the CCP military.
These organizations invaded a large number of
U.S. government agencies and companies.

CCP regime reacted strongly to the charge from the U.S.
In addition to summoning the U.S. ambassador to protest,
it also suspended the activities of the China and U.S. Network
Working Group.
Foreign Ministry spokesman Qin Gang said that China is a serious
victim of U.S. network theft and monitoring,
referring to the monitoring scandal revealed by
former FBI contractor Snowden.

Zhang Jian: “Activities monitored by the U.S. is to
play a role in maintaining world stability. Counter-terrorism
and surveillance is based on the law."

Beijing political affair observer Hua Po:
“Intelligence activities between countries is a secret.
But U.S. does not monitor dissidents or persecute anyone.
It does not steal your secretes or interfere with your system.
The CCP is different. CCP military attacks everywhere.
It monitors dissidents and damages their systems."

In the past, U.S. mainly expressed dissatisfactions over
CCP’s stealing intelligence through diplomatic or media channels.
why did the U.S. change?
Hua Po thinks there are several reasons.

Hua Po: “China held the CICA, claiming Asia is for Asians,
meaning kick out the U.S.
China and Russia held joint military exercises,
aiming at U.S.ally Japan.
China also signed the energy agreement with Russia,
to support Russia while U.S. and European countries
are carrying out sanctions against Russia.
The U.S. is very angry and revealed the CCP’s five suspects."

U.S. officials said they would pay attention to whether the CCP
authorities restrict cyber espionage and what steps would be taken .

China’s commentator Zhou Xiaohui pointed out in his blog that
CCP leadership will not ignore the U.S.warning.
After all, the U.S. is holding too many nasty secrets on the CCP.
such as organ harvesting from living Falun Gong practitioners,
deposits of immediate family members in U.S. banks, etc.
U.S. release of any of these would collapse the CCP.
