【禁聞】對話前連日清場 港各界不樂觀

【新唐人2014年10月21日訊】10月20號,香港雨傘革命進入第23天,學聯也將在21號與港府展開首次對話。不過,面對連日來的警方暴力清場,以及特首梁振英指稱,「佔中」行動有外來勢力介入的情況下,包括學聯在內的香港各界人士,對談判結果並不樂觀。

香港政府將在21號與學聯展開對話,港府表示,在《基本法》及中共全國人大常委的決定範圍內,願意聆聽學生的看法。

學聯代表將要求政府向全國人大常委提交補充文件,如實反映市民對真普選的訴求。學聯副秘書長岑敖暉19號表示,不少市民是自發佔領,梁振英是唯一能解決問題的人。岑敖暉敦促政府提出化解當下政治危機的時間表和路線圖,並強調,目前不是談撤離的時候。

泛民立法會議員19號發出聯署聲明,強調對話展開前,港府必須放棄任何清場計劃,包括移除障礙物。

據了解,香港警方17號清晨突襲旺角佔領區,試圖拆除路障後,連日來警民衝突不斷。19號凌晨,警方以警棍攻擊佔中民眾,導致7人頭部受傷、2人骨折。

海外團體「和平香港行動」發起組織之一、「公民力量」也敦促各界高度關注香港未來幾天的局勢走向。聲明指出,警方暴力升級,加上中共18屆四中全會召開,造成的清場緊迫性,使和平抗議的學生和市民面臨政府暴力的高度威脅。

不過,梁振英19號在接受媒體訪問時指稱,佔領行動有外來勢力介入。他還說,佔中人士爭取的公民提名,不符合基本法的要求,特區政府無法將不合法變成合法。中共黨報《人民日報》也發表評論文章,高調宣稱「學聯」在政府總部外的主臺背景板上打出「命運自主」口號,反映了「佔中」的真實目的,是尋求香港「獨立」。

對此,學聯秘書長周永康表示,外來勢力介入的聲明,顯示了梁振英要打擊佔中行動的想法,並為運動添加顏色革命色彩。佔中發起人陳健民則對黨媒港獨說法給予否定。他指問,如果學生尋求港獨,為何仍要寫信給中共國家主席習近平?學生的行動其實已承認國家主權。

19號晚,周永康在金鐘佔領區集會上表示,港府態度愈來愈強硬,他對學聯與港府對話結果不樂觀。

時政評論員伍凡:「梁振英講,清場跟對話不是一回事,可是香港的市民和學生不這樣認為,他說對話的基礎,我就要佔領中環、佔領旺角,如果街上一個人都沒有,那根本就不要談了,沒有談判的資本,所以這兩個是衝突的。我很懷疑,明天能不能談起來,無論是在談判的內容,或者是在現場佔領和清場這兩個衝突,都使這場談判前景,我是不看好。」

香港立法會議員單仲偕:「我對這個會談有結果,不太樂觀,但是有對話,總比沒對話好。我希望,第一輪對話以後,還有第二輪。當然(對話)有破裂的機會,但是我想,大家也不用太悲觀。」

香港《明報》日前在各佔領區所做的問卷調查顯示,近7成受訪者對北京或港府是否會讓步感到悲觀,超過7成半的受訪者認為,應將佔領行動升級,例如開展不合作運動等。不過,在受訪者揀選最多的3個退場條件中,其中一個是「提委會民主化」,有學者認為,這一點有機會成為學聯與政府談判的突破點。

單仲偕:「大家也不應該太多猜想,減少對他們的壓力,期望太高,也不客觀,大家都放低自己的期望,讓學生跟政府有一個比較大的對話空間,2小時的對話,我估計只是做一個粗步的交流,說明大家的立場,很難有一個實在的成果。」

佔中發起人之一戴耀廷表示,首輪對話難有成果,但希望政府在21號的對話中,承諾建立一個包括學聯、政府、泛民主派以及建制派在內的多方平臺,繼續溝通,共同解決社會矛盾。

Clearing Occupy Causing Pessimism Regarding The Dialogue

As of Oct. 20, the umbrella revolution has gone
on for 23 days.
On the 21st the first dialogue between the Hong Kong
Federation of Students (the federation) and the Hong Kong
Government will launch.

However, faced with violent police clearing the streets
for the past few days and what the Chief Executive Leung
Chun-ying alleged foreign force mediating in the movement,
people are not optimistic about the dialogue.

The Hong Kong government indicated the dialogue
is on the premise of Basic Law and the National People´s
Congress decision.

The federation requested that the government submit
supplementary documents to the NPC Standing Committee
to reflect the true aspirations of the people of the true
universal suffrage.
Deputy Secretary General of the federation Lester Shum
said on the 19th that Occupy Central was a spontaneous
civilian movement, and CY Leung is the only one who
can solve the problem.
Lester Shum urged the government to propose
a timetable and roadmap to resolve the current
political crisis and stressed that evacuation
is not the current focus.

On the 19th Pan-democracy Camp of the Legislative Council
issued a joint statement stressing that the government
must abandon all of the streets,
including removing obstacles before the dialogue.

However, CY Leung has not stopped police
from clearing the streets due to the dialogue.
Since early morning on the 17th when police raided
Mong Kok and attempted to remove roadblocks,
clashes between the police and protesters
have been ongoing for days.
On the morning of the 19th, police attacked protesters with
batons, resulting in seven head injuries and two fractures.

The overseas organization Citizen Power for China
(Initiatives for China), urged all walks of life in the world
to pay attention to the situation in Hong Kong.

A news release highlighted that escalated police violence
and the upcoming Fourth Plenum have created an urgency
to clear the streets.

Protesters were threatened with potential
governmental violence.

However, CY Leung told media on the 19th
that foreign forces are involved in Occupy.
He said the protesters´ demand of civil nomination does not
meet the requirements of Basic Law, and the HKSAR
government will not turn what´s illegal to legal.

The Communist mouthpiece People´s Daily also claimed
the federation slogan, “independent destiny," reflected
that the real purpose of the movement is to seek
Hong Kong´s independence.

In this regard, the Federation Secretary General Alex Chow
indicated that so-called foreign force showed CY Leung´s
ideas to defeat the Occupy Central and labeled
the movement as the color revolution.
Occupy Central convener Chan Kin Man denied
the so-called “independent Hong Kong."
He pointed out that if the students seek independence,
why would they appeal to President Xi Jinping?
In fact, the students´ actions have actually recognized
the state sovereignty.

On the 19th evening, when addressing the Admiralty,
Alex Chow said that the government has an increasingly
tough attitude and he holds little expectation
for the dialogue.

Current affairs commentator Wu Fan: “Leung Chun-ying said
the clearing of the streets and the dialogue are two different
issues, but it is not so to the Hong Kong citizens and students.

Occupy Central and Mong Kok are the basis of the dialogue.
Without Occupy Central, there is no dialogue.
Occupy Central is the capital for the dialogue
and the two are in conflict.
I doubt the dialogue will reach any conclusion.

I am not optimistic about the dialogue, in content or in the
conflict between the Occupy and the clearing of the streets."

Hong Kong Legislative Council Sin Chung-kai: “I am not very
optimistic about the talks.
But, the talks will be better than none.

I hope there will be second round of dialogue
after the first round.
Of course, there´s a chance for a split,
but, we should not be too pessimistic."

A Ming Pao survey regarding Occupy showed nearly
70 percent of respondents are pessimistic.
They do not believe Beijing or the HK government
would compromise.
More than 75 percent of respondents believe
that the occupation should be upgraded.
For example, a non-cooperation movement
should be carried out.

However, some scholars believe that this is an opportunity
for “The Nomination Committee democratization,"
to become a breakthrough in the dialogue.

Sin Chung-kai: “We should not be speculating too much.
We should also reduce the pressure on them.
High expectations are not the objective.

Lower the expectations so that the space
of dialogue is larger.
A two-hour dialogue, I estimate, would be just
a rough exchange of the stands of both sides.
It will be hard to reach anything concrete."

Benny Tai, organizer of the Occupy Central, indicated
it will be hard to get results with the first dialogue.
But, he hopes the Government will agree to establish
a multi-platform between the federation, Government,
the pan-democratic camp, and the pro-Beijing camp
for communication and resolution of the social conflict.
