【禁闻】党报重申党纪 内部分裂信号?

【新唐人2011年5月27日讯】中共喉舌《人民日报》25号刊登文章《坚决维护党的政治纪律》,重申党员纪律,严禁公开发表与中央的决定相违背的言论、说三道四,以及严禁编造传播政治谣言,及丑化党和国家形象的言论。文章强调,不论党内威望和职务有多高,违反党纪就要严肃惩处。评论人士认为,这是中共高层内部分裂分化加剧的反映。

中共《人民日报》发表署名“中纪闻”(中共中央纪律委员会)的评论,警告“一些党员干部”勿在重大政治问题上“说三道四、编造传播政治谣言、丑化党和国家形象”。

中纪委警告说:政治纪律是高压线,任何党员,“不论其在党内的威望和职务有多高”,只要是违反了党的政治纪律,都应给予严肃的批评教育或纪律处分,对造成严重后果的,要予以严肃惩处,决不“姑息迁就”。

对此,中共前总书记赵紫阳秘书鲍彤认为,如果对这个党说三道四,这个党就垮了,一说三道四威信就荡然无存了,那党就象窗户纸一捅就破了。这完全是没有自信心的表现。

鲍彤表示,这本身把党员和非党员对立起来了。

中共前总书记赵紫阳秘书鲍彤:“共产党员有党的纪律,我说很好,那就说清楚了,共产党有党的纪律,非共产党没有党的纪律,共产党员必须跟中央保持一致,非共产党员当然有权不跟党中央保持一致,所以管住了8千万,解放了13亿。这是很好的!”

今年以来,“中国大陆向何处去”的争论愈发激烈。在党内,总理温家宝几次提出推动政治改革,不但高层无人回应,中共掌握暴力机器的政法委,却针锋相对指责“公民社会”是西方“陷阱”,甚至以极左的“乌有之乡”网站为代表的毛派,公开连署“公诉”“否认毛泽东”的茅于轼。

《新唐人》就大陆局势采访了时事评论家、旅美学者陈破空。

陈破空认为,最近大陆各派之间互相放风揭丑闻,尤其对三峡大坝工程的争议,承认三峡大坝有严重问题,承认当初是非科学和非民主的决策等等,陈破空说,这体现了现在中共高层与“三峡大坝”划清界限。而所有这些消息释放出来,都是十八大之前中共高层权利斗争激化、分裂和分化加剧的表现。

陈破空:“不管是左派还是右派、高层还是中层,都在外面纷纷放风,放出对自己有利的信息,这本身是中共中央集权弱化、内部分裂分化的外在表现,中纪委的通知反映了中共高层的焦虑感。”

这次党报发文所谓“以正视听”,也显示党内斗争的激烈。

陈破空表示,温家宝代表的右派谈“政改”,“唱红歌”的薄熙来代表左派。但不只是左右两派互不买账,现在中共内部,中央、地方互不买账,中共各个部委也互不买账。现在中共是各自组织,各自所为,分裂是大趋势。

陈破空:“各部门、各部委、各省市都会成独立王国,这种独立王国的趋势越来越突出,从高层到基层,左右互博,不管是为利益还是为将来的名声,还是留后路,不管他们的出发点是什么,这种激烈的权利斗争的白热化,在6.4后22年来达到了前所未有的激烈程度。”

陈破空认为,中共高层各派谁也没有力量打倒另一方,这种互相对立和对峙,对民间力量的成长反而是有利的。

The CCP’s Internal Fission

The Chinese Communist Party’s (CCP) state-run media,
The People’s Daily, published an article on May 25,
reiterating the Party’s rules against publicly criticizing
the CCP’s decisions, fabricating political rumors,
or defaming other Party members. The article went
on to say that no matter how high one’s position is,
he/she will be punished if they violate the CCP’s rules.
Some commentators say that the article was written
due to the increasing number of internal divisions and
conflicts within the top echelons of the CCP.

The People’s Daily published a commentary by the
Central Disciplinary Committee, warning Party
members and officials “not to make irresponsible
remarks, spread political rumors,
or smear the CCP’s image."

The Central Discipline Committee warned Party
members that if they don’t comply, they would be
disciplined, regardless of their rank.
As long as they violated the CCP’s rule, they would
need to undergo strict “criticism and re-education,”
or disciplinary action. Those who cause serious
problems will be severely punished.

Bao Tong, secretary of the former CCP General
Secretary Zhao Ziyang, said, “If you make disparaging
remarks about the Party, it will fall, and its prestige
will be longer exist.” This shows how little confidence
the CCP has in itself.

Bao said, “It puts Party members and non-Party
members at odds with each other.”

Bao Tong, continued, “If the CCP has rules,
I say it is good. Now it’s clear that the CCP has rules
but non-communists have no rules. Party members
must be consistent with the CCP, but non-members
don’t have to. The CCP controls eight million people,
but it liberates 13 million. Which is Good!”

This years, “Where Is China Headed" caused
a lot of debate. Prime Minister Wen Jiabao
repeatedly talked about the need for political reform,
but high-ranking CCP officials never responded.
The Political Committee wants everyone to believe
that “civil society" is a Western “trap." Mao Zedong’s
followers believe in “Utopia," and have publicly
“indicted” Mao Yushi for his “denial of Mao Zedong."

NTD interviewed Chen Pokong, a mainland commentator
and scholar, living in America.

Chen Pokong recently said that different groups have
exposed each other’s different scandals, particularly
the controversial Three Gorges Dam scandal.. It was
revealed that there were serious problems with the
dam project to begin with, and it wasn’t scientifically
thought through, nor was it properly voted on.
Chen Pokong said it shows that the current CCP
leadership wants to make a clean break from the dam
project. All news related to the subject, showed that
there were intense power struggles, divisions, and
conflicts within the CCP ranks, over the dam project.

Chen: “All levels of the government are starting to
revealing their true thoughts and positions, which in
and of itself, shows a weakening of the CCP’s
consolidated power. It shows that there are great
internal divisions and conflicts at all levels of the CCP.
The Central Discipline Committee’s notice reflects
a great deal of anxiety at high levels."

The Party’s newspaper even noted that the CCP is
currently experiencing intense, inner conflicts.

Chen said Wen represents the right wing, which seeks
“political reform," while Bo Xilai represents
the left wing which likes to “sing red songs.” Not only
will the left and right not agree with each other, but
neither will members of the inner-circle of the CCP;
central and local authorities, or the various ministries.
The CCP is becoming increasing split on many issues.

Chen: “Departments, ministries, provinces, and
municipalities will start behaving more like
independent kingdoms, and the trend is becoming
more and more prominent. From the top of the CCP
to bottom, the left wing and right-wing are constantly
fighting for either profit, reputation, or leaving
themselves a way out. Regardless of the purpose, this
power struggle intensified to an unprecedented level
after the Tiananmen Square massacre in 1989.”

Chen said that different groups of high-level CCP
officials, are unable to defeat each other, thus,
the conflicts and mutual antagonism between the left
and the right, will actually benefit the aspirations of the
common folk, who are tired of the CCP’s antics.
