【禁闻】军方网路部队首曝光 学者揭内幕

【新唐人2011年5月30日讯】中共国防部日前首次承认,大陆存在军队系统里的网路部队。海外媒体对此非常关注,因为多年来西方政府多次指出,是中共的军方骇客窃取了他们的机密文件。熟悉大陆政治、军事和网路的学者表示,军队控制下的网路部队更有利于当局的秘密行动。一起去看看内幕。

中共军方日前公告,广州军区组建的“网路蓝军”在今年四月下旬进行了一场异地同步演练﹔同时向四支“网路红军”发起“病毒攻击”。海外媒体近期纷纷转载了这一消息。

很多大陆网友非常熟悉“五毛”,也就是政府组织的但却来自民间的网路评论员们。他们数量大,分布的社会阶层和地域都很广泛。但是军队中的网路部队有什么独特之处呢?

著名网路作家、异议人士荆楚:“因为中共党卫军部队里面是一个相对封闭的体系,它有军事纪律制约他,那比一般的在社会上招聘的这种的情况它还便于控制,也就是便于他们偷偷摸摸的做坏事,又便于他们保密。”

中共国防部在公布网路部队的同时,尤其解释了军方的网路部队不是骇客性质,请求国际社会不要误解。但是据“维基解密”披露的一份2009年4月美国国务院密电显示,2006年美国国务院若干兆百万位元组的机密文件被骇客窃取,而这一行动最终可追踪到四川成都军区第一技术侦察局所登记的一个网站,这个局正是大陆军方的一个电子情报单位。

美国纽约“台海安全研析中心”主任梅复兴,对《自由亚洲电台》表示,一个国家的网路攻击能力和频率,多数是用在军事用途上,并且军队的网路部队在水准上绝不会低于民间。与此同时,台湾陆委会为未来新闻和信息的交流,呼吁大陆当局不要再封锁台湾政府网站。

政治评论家林保华:“对什么国家进行到什么程度,我想它(中共)也是不太一样的。就像它对美国,中共的网际骇客也是常常攻击的。每次美国一这样讲,中国(共)就否认,它(中共)就是无赖嘛。台湾这个事情算什么呢?! ”

英国《泰晤士报》评论说,未来网路攻击,将会成为国与国之间更常见的战争形式。而国际上认为,中共在发展自己的网路间谍能力上,是最具野心的国家,它每年从25000名电脑专业的大学毕业生中挑选人才,并期待21世纪中期,赢得国际信息战争的胜利。

林保华: “中国军队的网路发展和民间的政府的网路发展,我想,其实也是相互呼应、相互支援的。它当然为政治服务,它也要为军事服务,这对保卫它的政权是非常重要的。”

林保华相信,军方的网路部队和民间活跃的“五毛”们,必然是相辅相成,只是军方到现在才曝光而已。

Exposure of Chinese Internet Troops

Chinese Communist Party (CCP) defense department
acknowledged having internet troops for the first time.
This grabbed overseas media attention, as the West
has long accused CCP of hacking others’ secret files.
Experts on Chinese politics said, a military-controlled
Internet force was designed for CCP’s secret moves.

CCP military announced a synchronized practice
in late April with a new “online blue army” launching
a “virus attack” on four “online red armies”.
The news were widely reported by overseas media.

China’s “50 Cent Army” are netizens hired by CCP
as Internet critics. They are from all walks of life.
What are the unique features of this new online army?

Jing Chu (Internet writer and dissident):
The CCP military is a more enclosed system,
with military disciplines and regulations.
The army is more easily controlled and manipulated.
If CCP intends to commit crimes in secret,
its troops are more handy and confidential.

CCP Defense Department emphasized that their
Internet troops were not online hackers. However,
as per Wikileaks, a secret cable of the U.S. State
Department in Apr 2009 revealed that, in 2006,
several of its secret files were stolen by hackers.
Its investigation traced back to a website registered
by No. 1 Technical Scout Bureau in Chengdu Military,
which was one of CCP’s military intelligence units.

Director of Taiwan Security Centre in New York,
Mei Fuxin said to Free Asia Radio that a state-owned
Internet force was mostly used for military purposes,
and often on a high technical level. Meanwhile,
Taiwan Mainland Affairs Council appealed to China
to stop blocking Taiwanese governmental websites.

Lin Baohua (Political Critic): To different nations,
CCP uses different means. CCP hackers attacked U.S.
on a frequent basis, and once the U.S. questioned,
CCP denied. It’s CCP’s rogue nature. To Taiwan,
CCP would by no means acknowledge the truth.

As per The Times, cyber attacks will be a common
form of war among nations. CCP is perceived to be
the most ambitious, in terms of developing hackers,
as it annually selects talents from 25,000 IT grads,
aiming to triumph in IT wars in mid-21st century.

Lin: The development of CCP’s Internet troops and
that of governmental Internet development in society
are in each other’s interests, as both serve for political
and for military purposes, to safeguard CCP’s regime.

Lin believes, CCP’s Internet troops cooperate with
“50 Cents”, but the former are just newly exposed.
