【禁闻】非洲世纪饥荒的最猛之“人祸”

【新唐人2011年8月1日讯】非洲正饱受大规模饥荒,灾情严重的肯尼亚、索马里和埃塞俄比亚形成了“死亡三角”,饥荒区还在不断扩大,情况也越来越严峻。多家媒体和政坛重量级人物指出,非洲最大的贸易合作伙伴——中共当局是造成这场非洲饥荒的主要“人祸”之一。请看报导。

非洲之角地区目前遭遇近六十年最严重干旱,导致粮食危机。目前有大约1200万人陷入了饥馑灾难。7月29号,联合国人道事务协调厅在提交给援助国的报告中说:“索玛利亚南部的危机,预计将持续恶化到今年年底,南部全境将沦为饥荒区。”联合国儿童基金会(UNICEF)警告,索马里南部的125万儿童亟需维生支援。

救援组织说,与“基地组织”有关联的恐怖组织“伊斯兰青年党”控制着索马里受灾最严重地区,阻止救援人员为索马里南部饥荒区内的200多万难民提供援助。并且否认当地发生饥荒,认为国际援助是政治干涉。2009年和2010年初“伊斯兰青年党”也曾将救援机构赶出过索马里。

总部位于台湾的《玉山周报》在早些时候曾发表题为“中国霸权袭非洲 被批新殖民主义”的文章指出,非洲一些国家和地区冲突不断,而中国不顾国际社会的反对,长期向非洲出售军火,造成中国制的廉价武器充斥于非洲各地,更加助长了非洲的军事冲突。

对于这场本世纪最严重的非洲饥荒,《法兰克福评论报》和《明镜周刊》7月28号援引德国联邦政府非洲事务专员古恩特•努克的话指出,“很明显,非洲这次灾害也是人祸”。努克认为,中国“为使相关国家生产用于出口的粮食而剥夺小农户的土地,等于剥夺了他们的生存基础,导致非洲出现巨大的社会冲突”。

中共近年来投入数十亿,增加在非洲的投资和贸易,非洲的石油、铁和铜等自然资源被中共买走,换回汽车或者服装、鞋子。2010年中共与非洲之间的贸易额达到1200亿美元,已经超过美国成为非洲最大的交易伙伴。但是同时,廉价的民生消费用品在非洲市场的倾销,也严重打击了非洲国家脆弱的生产能力与产业发展。

为了扩大中共在非洲的政治和经济影响力,中共还提供巨额贷款,拉拢非洲国家作为其在联合国的“大票仓”。有传言说,在尚比亚,中共用金钱支持了总统班达争取连任的竞选。

另外,中共也在非洲加紧了系统的思想渗透和控制,如在非洲开办21所“孔子学院”。对此,加拿大情报局前任官员朱诺•凯苏雅指出:"筹办孔子学院并不是出于慈善理念,而是中共战略的一部分,与中共间谍部门有关联的机构为其提供资金。

而对于非洲一些独裁国家的行径,中共不仅置若罔闻,反而还以“不干涉内政”回应国际社会的强烈反对,持续提供非洲独裁政权军火,更为非洲独裁国家训练新闻与网路监控方面的人员,钳制非洲人民的民主和自由。比如,被西方社会施以武器禁运的独裁国家辛巴威与苏丹等,他们都是中国制武器的客户。

美国国务卿希拉里‧克林顿6月11号,在访问非洲国家尚比亚(Zambia)首都路沙卡(Lusaka)时,批评中共在非洲搞“新殖民主义”,只想榨取非洲的天然资源,与统治者做交易,却不为这个大陆造福。希拉里还在前一天,敦促要谨慎对待中共在非洲的大规模投资和商业利益,以防止非洲人民遭到剥削。

2011年7月,英国首相卡梅伦出访非洲时,也强烈批评中共企图在全球扩展影响力,警告当地小心中共的“独裁资本主义”,称这种做法从长远角度看是不可持续的。

卡梅伦并指出,中共在新一轮“瓜分非洲”中发挥主要作用,西方国家对此越来越警惕。

Africa’s Worst Famine in a Century

African is suffering from a large-scale famine
that is spreading at an alarming rate.
However, the hardest hit countries are
Kenya, Somalia and Ethiopia.
Many renowned media and political figures are blaming China,
Africa’s biggest trading partner, for the famine.

Kenya, Somalia, and Ethiopia are suffering from
the worst drought in 60 years and a severe shortage of food.
About 12 million people are in urgent need of food.

On July 29, The U.N. Office for the Coordination of
Humanitarian Affairs reported,
“The famine in southern Somalia will continue until the end
of this year, with all areas in the south slipping into famine.”
UNICEP warned, “About 1.25 million children
in southern Somalia will require food aid.”

Relief organizations said, the Al-Qaeda-linked terrorist group,
the Islamic Youth Party, is controlling the worst affected areas
in Somalia and preventing rescue workers from
providing help to 2 million refugees in the area.
The Islamic Youth Party claim that there is no famine
and that international aid is causing political interference.
In 2009 and early 2010,
it forced aid agencies out of Somalia.

Headquartered in Taiwan,
Formosa Media published the article,
“Chinese Hegemony Attacks Africa,
the Neo-Colonialism.”
The article pointed out that there are many conflicts
among some African countries and areas.
However, despite opposition from the international community,
China has persisted in exporting cheap Chinese weapons
into Africa, causing military conflicts in Africa.

Regarding this century’s worst famine in Africa, on July 28,
Frankfurter Rundschau and Der Spiegel quoted
German Federal Government Commissioner, Guenter Nooke,
as saying that the famine in Africa is clearly of human origins.
Nooke said that China deprived small famers of their land,
in order to export food to related countries.
This is equivalent to depriving the farmers of survival base,
causing serious social conflicts in Africa.

The Chinese Communist Party (CCP) has invested
hundreds of millions of dollars in Africa, in recent years.
Natural resources such as oil, iron, and copper
are shipped out of Africa by the CCP.
They are exchanged for cars, clothing and shoes.
In 2010, trading between China and Africa reached $120 billion.
China surpassed the United States to become
Africa’s largest trading partner.
However, the low-cost consumer goods coming into
the African market has had serious consequences.
Africa’s fragile production capacity
and industrial development are badly hit.

To expand its political and economic influence in Africa,
the CCP also provides large loans to African nations.
It encourages them to back China
in different U.N. voting sessions.
Some people speculate that the CCP provided financial support
to President Banda to help him win the election in Zambia.

In addition, the CCP also tightened
ideological infiltration and control in Africa.
For example, it has opened 21 Confucius Institutes in Africa.

In regard to this, Former Canadian intelligence official
Michel Juneau-Katsuya said,
opening Confucius Institute is not due to good will,
rather it is one of the CCP tactics.
Affiliations of the CCP spy agencies provide its funding.

The CCP not only ignores some dictatorships in Africa,
but also takes a not-interfering-with-politics stand point.
It persists in providing weapons to African dictatorships.

Moreover, it provides training to network monitoring personnel,
suppressing the African people’s freedom.
For example, dictatorships Zimbabwe and Sudan
are imposed arms embargos by Western countries.
However, both are all customers of Chinese made firearms.

On June 11, on her visit to Lusaka, Zambia,

U.S. Secretary of State Hillary Clinton criticized
The CCP for carrying on neo-colonialism in Africa.
She said the CCP extracts Africa’s natural resources,
makes deals with ruling powers, without benefitting Africa.
Hilary also warned against the CCP’s large-scale investments
in Africa, to prevent the African people from being exploited.

In July 2011, on his visit to Africa, British P.M. Cameron
also criticized the CCP for trying to expand influence globally.
He warned about the CCP’s authoritarian capitalism,
calling it unsustainable in the long term.

Cameron also pointed out that the CCP played a major role
in another round of dividing Africa,
and Western countries are taking more caution.
