【禁闻】中共安插民间的特务机构—居委会

【新唐人2012年10月26日讯】在中国大陆,属于中共当局直接操控的,最基层的社会性机构,是分布在大街小巷的街道居委会。翻开居委会的发家史,就会发现,这个古怪的机构紧紧依附于中共,每个角落都充斥着它的黑影。大陆人士指出,居委会其实是中共安插在民间迫害民众的特务机构。

中共窃国后,为了进一步控制民众的思想,在50年代成立了居民委员会,分布在各个城市中的大街小巷。按照中共的说法,居委会是所谓的关心民众的贴心组织,有困难找居委会就能得到解决。

但,大陆网路作家荆楚指出,居民委员会实际上是中共安插在民间专门用来监督、告密、举报民众的一个特务机构。

网路作家荆楚:“50年代末,中国经济大跃进以后的大灾难,有很多农民逃荒到城市里面去,中共为了禁止农民逃荒,逃到城市里面,影响了它的脸面,影响了它的形象,然后就组织一些街道的老头啊老大妈啊,那种阶级斗争观念特别深厚的那些人,一天来跟踪,监视,然后在这个基础上专门成立每个街道由哪几个人负责,127这样就是所谓的街道居民委员会了。”

最初,居民委员会的人选都是一些能说会道、专横跋扈的老人。她们以调解家务纠纷为名,走东家串西家,对各户情况、思想动态进行了解,并拟定重点被监视的居民,把窥探的情况向上一级部门汇报。

前“山东大学”教授孙文广指出,居委会是中共政权的一部分,它的主要工作就是监控民众,它里面有中共的一套机构,经费也是不小的。

前“山东大学”教授孙文广:“办事处的书记,主任,是相当级别的官,相当于副处级,科级的官了,拿工资拿的不少的,大学生很愿意到这当头的,靠拢它们的人,当耳目,看看哪一家有什么事,另外还有些权力,你失业在家,你要领救济,领补助,它们说了算的,它们签了字才可以领救济,它们不签字的话,你就不可能领到救济,所以有些人向它们靠拢。”

北京维权人士王玲说,现在很多大学生,甚至博士生都找不着工作,在居委会工作三年,然后给他们转正,上北京户口,他们为了这个目标对居委会惟命是从。

90年代,居委会发展成了与公安局、和巡逻安全防卫办公室、以及城管 执法联动的机构,中共给居委会配置了警车等交通工具。

北京维权人士 王玲:“9月20号早晨,有5个居委会的人在我们门口堵着,不让我出门,抢我的包,抢我的车。前年的时候,就是在居委会里关了我半个月,就是居委会跟警察一起合作做这样的事情。房子给我拆了,我上访维权,然后把我抓进监狱。现在一个是监视法轮功,一个是监视上访的。”

据《明慧网》报导,居民委员会一直用造谣、诬蔑、栽赃、陷害等手段,对法轮功学员的家庭进行登记造册,长期跟踪、盯梢、电话监听、参与抄家、非法抓捕、送劳教等,死心塌地的贯彻中共的各种违反人性、人权的政策。

Spy Agency for the Masses: CCP’s Residents’ Committee

In mainland China, Residents’ Committee (RC) is a well
known social institution, spread throughout the country.
The history of the Residents’ Committee shows that it is
firmly attached to the Chinese Communist Party (CCP).
Mainland people point out that Residents’ Committee
is actually a CCP’ spy agency for controlling the masses.

In order to control people’s thinking, Residents’ Committee
was established in the 1950s, and spread in various cities.
CCP claims, the RC cares about the people, and one can
ask this committee for help during difficult times.

However, mainland Internet writer, Jing Chu pointed out,
RC is actually a CCP’ spy agency for people’ monitoring.

Jing Chu: ”In the late 1950s, after the Great Leap’s
economic catastrophe, many farmers fled into the cities.
The CCP had to do something to stop such farmers,
which would affect its image.
Thus it organized old men and women with strongly instilled
sense of class struggle to track and monitor people.
This is the so-called Residents’ Committee.”

In the beginning, the Residents’ Committee would choose
the most talkative and imperious old women.
They would go to each family and ask questions
under the pretext of solving family disputes.
Thus they’d ‘help’ people stay focused on CCP’s ideology,
and report their information to the relevant CCP departments.

Sun Wenguang, retired professor of Shandong University,
pointed out that the RC is part of the CCP’s regime.
Its main focus is to monitor the masses.
It is based on the CCP’s line and its foundation is not small.

Sun Wenguang: ”Its secretaries and leaders are quite highly
ranked within the CCP, they have relatively high salaries.
Many university graduates would like to do this work. People
close to them are their eyes and ears among the masses.
Besides, they have some power, one needs their signature
as a permission to have relieves and allowances.
Thus some people are keen to assist
the Residents’ Committee.”

Beijing human rights activist Wang Ling said, many college
graduates, even doctoral students cannot find a job now.
After three years’ work in the Residents’ Committee,
they would have a Beijing residence permit.
Thus they would do whatever they are asked to,
by the Residents’ Committee.

In the 1990s, the Residents’ Committee was linked to the
Public Security Bureau, Patrol Security and Defense Office, and the Municipal Administration.
The CCP would allocate the Residents’ Committee resources,
like police cars, etc.

Wang Zhiling: ”On the morning of September 20,
five people from the RC blocked my door.
They did not let me go out,
and took away my bag and my car.
The year before, I was held by the RC for half a month,
as the RC was cooperating with the Public Security Bureau.
My house was demolished, I tried to protect my rights,
but then I was imprisoned.
Now the RC monitors the Falun Gong practitioners,
as well as the petitioners.”

According to Minghui.org report, RC is using disinformation,
slander, framing and other means for long-term monitoring.
They track, spy the communications of,
and illegally arrest practitioners of Falun Gong.
They implement the policies of the CCP,
which are against human rights and humanity.
