【禁闻】中共贪官逃亡美国 潜返回国不易

【新唐人2014年05月15日讯】近年中国贪官逃亡美国有加快的趋势,中共已经向美国开出超过1000人的“贪官外逃名单”。大陆反腐人士认为,中共不可能让美国把贪官都潜返回来,因为贪官都是政治斗争下的失势者,每个贪官的背后牵连更多的贪官,因此中、美双方至今也没有签署正式的引渡协议。

北京已经向美国开出超过1000人的“贪官外逃名单”,希望美国帮助将他们缉拿归案,遣返中国。由于两国之间没有签署正式的引渡协议,媒体认为,遣返逃往美国的中国贪官有一定的困难。

中国《人民监督网》版主朱瑞峰:“不可能让美国把贪官都潜返回来,贪官他们贪都跟上面有联系的,中国的这些贪官扒不得让那贪官永远在美国不回来,这么多贪官拔出萝卜带出泥,一个贪官倒了,要倒台一大片,所以说习近平总书记不愿意签这个协议。”

据了解,中国贪官在美国因为大量置产,炒高当地房价,还有不文明的举止等问题,引起当地人反感。另外,虽然中、美两国之间还没有签署引渡协议,但美国还有其他法律可以处置。例如,中国贪官若属于非法移民,美国可以根据移民法遣返他们,2004年中国银行开平支行前行长余振东被遣返就是一个例子。

朱瑞峰:“贪官是人人恨,但是我们这个党、这个政权,特别喜欢贪官,没有贪官这个政权不稳定。贪官到美国,他去祸害美国人民去了,把财产拿到美国那儿去消费、去享乐,到外面随地吐痰啊,干一些不文明的事情,我们中国人民也愿意让他们赶快出去,加拿大不是关闭这些移民了。”

“中国反腐联盟”成员刘纯宝形容,中共“反腐败”实际是唱戏给人看,因为中国所谓的贪官,是政治斗争下的失势者。因此注重人权的美国不愿成为中共的帮凶。

中国反腐联盟成员刘纯宝:“谁当官不弄点钱,天天还瞎说,反腐败又反贪官,给老百姓作样子。哪个贪官不贪呢?贪官那就是说你想治谁的问题,监督机构都是虚假的,就是当权人的天下,你看周永康贪污这么多。”

美国《纽约时报》撰稿人余华的一篇文章:中国的“贪官经济学”中,他质问﹕中国大规模的货币超发,没有引发通货膨胀,是什么原因?他说,一位文学教授发明“贪官经济学”一词,并大胆估计,中国广义货币(M2)余额的50%在贪官手上,是不流通的。因此没有引起通货膨胀。

余华在文中说:我相信中国的贪官群体藏起来的不流通现金数额是惊人的,在货币超发时能够起到一定的抵消通货膨胀的作用。我和大多数中国民众一样,认为已被查处的贪官只是中国贪官群体的冰山一角。

刘纯宝:“今天美元6点几了,那从10变成6点几了,不贬值,经济发展不了,它一年出这个钱几十亿,这物价肯定会涨,贪官口袋肯定有一部分,中国贪官来钱主要还是倒卖土地,国外买点楼、房地产,洗钱嘛。”

余华在文中还说,“贪官经济学”阻挡不了物价的持续上涨,这些年来中国民众对于生活的变化有一个真切的感受:什么都越来越贵,只有钱越来越便宜。

朱瑞峰:“人民手中没有选票,人民币想什么时候印就什么时候印,公民辛辛苦苦干了几年攒了一点钱,它一个晚上一印就把你印没了,它不能让你有钱,你有钱就想获得自由。40年长了多少倍,记得牛肉是8毛钱一斤,现在涨成60多块一斤。”

据了解,中国贪官外逃的首选国家是美国,但究竟有多少贪官逃亡美国,至今还没有权威的数字公布,但中共官方估计,中国的“裸官”人数有118万,预计将来逃亡美国的中国贪官人数还会增加。

More Corrupt Chinese Officials Are Hiding Themselves in US

More Chinese Communist Party (CCP) corrupt officials are
escaping to oversea countries.
The party has provided the US with a list of over 1000 corrupt
officials living there.
Chinese anti-corruption activist said, the CCP won’t really
ask the US to send those officials back.
The reason is, they escaped because they failed
in the CCP’s internal struggle.
Every corrupt official is linked with more corrupt officials.
Therefore the CCP has yet to sign any extradition
treaties with the US.

Beijing offered Washington a list of over 1000 corrupt
officials who had escaped to the US, expecting the US to send them
back to China.

However, there is currently no extradition treaty between
China and the US.
Some Media thus commented that there are difficulties
for the CCP in achieving the goal.

Zhu Ruifeng, Administrator of rmjdw.com:"It is not possible
to demand that the US send those corrupt officials back to China.
All of them are linked with higher-level corrupt officials,
who only hope the escaped ones never return to China.
A Chinese saying is ‘Mud also goes away when pulling
out a radish’.
A lot of party officials would be involved with any single
corrupt official investigated.
Therefore Secretary Xi is hesitant in signing the treaty."

Corrupt Chinese officials are reported to have massively
purchased houses in the US, leading to ramping up house prices.

They were also said to have bad manners and are disliked
by local residents.
In addition, the US still has other laws to handle those people
even without an extradition treaty.
For example, if corrupt officials are illegal immigrants they
may be repatriated according to immigration laws.
An example of that was Yu Zhendong’s case.
The former Bank of China branch director was
repatriated to China in 2004.

Zhu Ruifeng:"Everyone hates corrupt officials.
However, the CCP and its regime would not survive
without corrupt officials.
They will continue to disgust American people as they
escaped and spend their money there.
They have bad manners and do things such as
spitting in public.
Our people would rather like them to stay
in foreign countries.
As we know, Canada has recently clamped
down on investment visas."

Liu Chunbao, a member of the China Anti-Corruption Alliance,
said the CCP’s anti-corruption campaign is only a show.
The truth is corrupt officials are only punished when
they failed in the party’s internal struggle.
For this reason, the United States is not willing to
“help" the CCP in sending them back.

Liu Chunbao:"All CCP officials are corrupt.
The party always says that it will punish corrupt officials.
That is simply to keep its image in front of Chinese people.
Are there any innocent CCP officials at all?
So-called corrupt officials are only targets
in the power struggle.
Discipline inspection organs never
do their real jobs.
The winners are always those with power.
That’s why Zhou Yongkang was able to embezzle
that huge amount of money."

Yu Hua recently wrote an article for the New York Times titled
“Follow the Money, China-Style".
In his article, Yu questioned “why large-scale monetary
inflation has failed to trigger price inflation?"
Yu wrote that one professor of literature has coined
a term called “the economics of corrupt officialdom".
“The professor estimates that as much as 50 percent of
the surplus money supply may have been taken
out of circulation", and that’s why price inflation
does not happen.

Yu also said “but I have no doubt that the total of stolen
cash is big enough to play a role in curbing price inflation
at a time of monetary expansion".

“Like most Chinese, I am sure that those officials who
have been brought to justice represent the tip of
an iceberg of kickbacks and bribes."

Liu Chunbao:"Now the exchange rate is one dollar for
only over 6 Chinese Yuan, compared to around 10 in the past.
Without depreciation of its currency, China cannot
develop its economy well.
The CCP printed billions of money each year and prices
will continue to increase in China.
There is no doubt that corrupt officials own
a lot of cash in hand.
They mostly buy and sell land or foreign homes
for money laundering."

Yu Hua further said “Of course, ‘the economics of corrupt
officialdom’ can’t stop prices from rising".
“That is one change ordinary Chinese have become very
conscious of in recent years: Everything is getting
more expensive — only the money gets cheaper."

Zhu Ruifeng:"Chinese people have no voting rights
and the CCP can print money at any time.
Our people work extremely hard for years to
make some savings, but all these can be lost overnight
with the party printing a lot more money.
The party won’t allow Chinese to become rich as they
will seek freedom with more wealth.
How many times have prices increased in 40 years?
In my memory beef used to be 0.8 Yuan per half kilo
but now it is over 60 Yuan per half kilo."

There are reports saying CCP corrupt officials preferred the US
as the best place to flee to.
But there has yet to be reliable data about how many
CCP officials have escaped to the US.
The CCP authority estimated that there are 1.18 million
“naked officials" in China and more of them will
escape to the US in the future.
