【禁闻】沪踩踏惨剧 免职官员或达双位数

【新唐人2015年01月05日讯】上海踩踏惨剧发生后,网上问责当局的声音不绝于耳。据香港媒体消息披露,元旦假期没有结束,中共总书记习近平即召开会议,决定对上海市领导班子进行严厉责罚,免职官员人数可能达到双位数。

据中共官媒报导,上海踩踏事件已经造成36人死亡,死者年龄最小12岁,最大37岁。

美联社报导称,遇难者亲属被软禁在一处政府机构驻地,记者也被禁止入内。上海警方还曾经驱赶美联社记者离开现场。

死者家属反映,他们到达上海后四处询问,但政府部门没有告知他们相关消息。死者潘海琴父亲尝试堵塞政府办公地点附近的交通,要求与市政府高官对话,结果被警方拘留。

事发后上海政府的不作为,引发各界问责声音高涨。有民众将美国纽约时代广场超过一百万人的跨年活动与上海做对比,指责上海踩踏事件不是意外突发事件,而是一个典型的安全管理事故,责任在上海市当局和警方。

《亚洲新闻周刊》总监黄金秋:“上海的党政领导必须对此负责,中央也应该对上海进行问责。最重要的是事发之后,上海当局做了几件不人道的事情,所谓的《上海解放日报》居然只在头版放了一点点位置,第二点,他们让清洁工把群众送的鲜花扔垃圾桶里去,第三点,上海宣传部还要求不准私自报导,怎么样怎么样。”

据香港《明报》1月4号引述京城消息报导,中共总书记主席习近平,3号召集中共中央有关部委负责人开了“碰头会”,上海外滩“人踩人事件”是其中议题之一。消息还透露,黄浦区委党政领导都将受到查处,市公安局领导、主管安全的副市长甚至市长杨雄本人,都可能受到波及。免职官员人数可能高达双位数,问责级别可能高于2011年上海静安区大火受罚的官员。

中共几大喉舌也发文问责。《新华社》甚至三问上海踩踏事件,指称管理部门难辞其咎。

大陆时政评论员陈明慧:“北京放出的消息毫无疑问肯定会问责,但是现在的体制能问到到什么程度还是要根据内部斗争的需要,就是所谓的政治需要。不取决于那些官员不作为,给人们生命财产造成的损失,问责的话一说出来之后,上海的韩正、杨雄也是顺水推舟,也说要问责。言外之意,几个人要做替罪羊。”

香港《东方日报》评论指出,政治第一、党性第一、维稳第一,历来是中共当局处理这类悲剧的基调,媒体只能为党和政府的“亲切关怀”痛哭流涕,丧事当作喜事办,已经成为中国官场的潜规则。

新浪微博用户“绿袖缇香”透露,这次上海踩踏事件死亡人数超过70余人,受伤超过300余人,但事件发生后,上海市委书记韩正亲自下令,不得透露死伤人数的真实消息,其后又亲自定下死亡35人,并非特大事故的宣传基调。

而上海市委宣传部也加紧了新闻审查。

《新唐人》记者在电话采访的过程中,《亚洲新闻周刊》总监黄金秋的电话,被掐断四次,最后还是在掐断中结束。

黄金秋:“这些监听的人也应该想一想,其实尊重每一个人的人权也包括你的人权在内。我不赞成35人以上就免职,35人以下就不免职这种标准,应该一个事件到底是什么样的性质,处置措施是否适当,官员态度是否诚恳,这个标准来问责比较好。”

2011年,上海公寓大楼也曾发生重大火灾,官方宣称58人死亡,71人受伤。民众对上海市政府的救灾活动极为不满,外界问责直达时任上海市委书记俞正声,不过俞正声不但没有受到处罚,还从中央政治局委员晋升到政治局常委。

同年的温州动车事故,当局的处理手法,震惊中外。当时分管铁路交通的张德江,后来同样从政治委员升到了政治局常委。

Hong Kong Media: Shanghai Officials Accountable for Stampede.

Since the stampede incident in Shanghai, there have been
widespread online requests to hold authorities to account.

Hong Kong media reported that Chinese Communist Party
(CCP) General Secretary Xi Jinping will severely punish
Shanghai authorities and more than 10 officials could be
dismissed in a brief meeting during the holiday.

The state-run media reported 36 deaths in the Shanghai
stampede.

The youngest is 12 years old and the oldest 37 years old.

The AP reported, victims’ family members were forced into
a district government compound, with reporters kept out.

An AP reporter was also asked by Shanghai police to leave
the compound.

Grieving family members demanded to know more
about the incident.

But no senior officials from the municipality
showed up to address the relatives.

Victim Pan Haiqin’s father attempted to block traffic near
the district government compound to demand meetings
with senior government officials. The police responded by
detaining him, added AP.

People blame the Shanghai government for lack of effective
measures after the incident.

There are comparisons between Shanghai with the New
York Times Square New Year’s Eve activities, which had
more than one million people.

They view the Shanghai stampede as no accident, but
rather a typical incident of lack of security management.

The city and the police are to be held accountable.

Asian Newsweek Director Huang Jinqiu, “CCP and local
leaders of Shanghai must be held responsible for the incident.

The Central government should also hold Shanghai authorities
accountable in the incident.

Shanghai authorities have done a number of inhuman things.

First, the incident was only briefly introduced at the corner
of the front page of Shanghai Liberation Daily.

Second, they had the cleaning crews to throw away flowers
from mourners.

Third, Shanghai propaganda Department also banned
“unauthorized reports" and so forth"

Hong Kong’s Ming Pao Daily News reported Beijing sources
said Xi Jinping had a brief meeting with relevant officials..

The Shanghai Bund stampede was one
of the issues discussed.

Sources said multiple officials might be implicated, such as
Huangpu District party and government leaders, Municipal
Public Security Bureau, deputy mayor in charge of security
and even Mayor Yang Xiong.

It’s believed many officials will be dismissed.

Those investigated will have higher rank than ones punished
after the 2011 fire incident in Shanghai Jing’an District.

Several state-run media also published articles to criticize
the authorities.

Xinhua News Agency proposed three questions
that alleged the management is to blame.

Current affairs commentator Chen Minghui, “Beijing’s
attitude is clearly going to conduct the investigation.

But the current system tells that investigation levels are
based on the need of the internal struggle, i.e., political.
It is not about the loss of peoples’ lives and property
caused by the ineffective official management.
Once it was said that the authorities will be accountable,
Han Zheng (Party Secretary of Shanghai) and Yang Xiong
(Mayor of Shanghai) also followed and said the authorities
will be held accountable.
That means a few people will become the scapegoats."

Hong Kong’s Oriental Daily commentary indicated that
“politics first, the party first, the maintenance of stability
first,” which has always been the tone that the CCP
uses to deal with such tragedy.

Instead of mourning for the people, the media only show
they are touched by the “caring" of the party and the CCP;

Instead of a funeral, it will become a report of “great deeds"
by the officials.

These have all become the unspoken rules
of the Communist officialdom.

A Weibo user “Greensleeves Red Incense" stated the
stampede killed at least 70 people, injuring over 300 people.

But Han Zheng personally ordered not to disclose
the real casualties.

They defined the casualties as 35, and set the propaganda
tone that it is not a major accident.

The Shanghai Municipal Party Committee Propaganda
Department has stepped up censorship as well.

In the telephone interview with Huang Jinqiu, the phone
was cut off four times.

Mr. Huang’s interview with NTD finally ended
with a dead telephone line.

Huang Jinqiu, “Those who are taping should think about it.
In fact, respect for individual human rights is also respect
for your own rights.
I don’t agree the standards of dismissal when casualties
are above 35 and no dismissal when causalities are below 35.
It depends on the type of incident; if the management
procedures are adequate, if officials are sincere and honest.
These are the standards that should be followed."

In 2011, Shanghai official claimed 58 people were killed
and 71 people were injured in a fire at apartments.

People were extremely dissatisfied with the relief activities
of the Shanghai municipal government.

People directly blamed then Shanghai Party Secretary
Yu Zhengsheng as responsible.

But instead of being punished, Yu was promoted to be
a member of the Politburo Standing Committee.

The regime also had a shocking settlement
after the Wenzhou train crash in 2011.

Then vice-premier of transportation Zhang Dejiang was
promoted to become the Chairman of the Politburo
Standing Committee from a member of the Politburo.
