Dear President Obama and all Christians around the world:

你們好!
Hello!

我是一位來自中國的基督徒,一位6歲女孩的母親,也是一位晚期的乳腺癌患者。同時,我還是中國一個孤兒之家、100多名孤兒的「最親愛的媽媽」。
I am a Christian, a 6-year old girl』s mother and a terminal breast cancer patient from China. At the same time, I am 「the dearest mother」 of more than 100 orphans in an orphanage in China.

2010年,我丈夫華韜(Jerry)接受愛加倍基金會主席James R Brown的邀請,到位於中國四川的孤兒院傑克森基督關愛中心參觀。愛加倍基金會是美國基督教會(Lewisville Church of Christ in Lewisville, Texas)贊助的一家美國民間慈善組織。四川汶川大地震後,2009年,傑克森家族(Jackson Heath Care in Atlanta, Georgia)出資在四川建立傑克森基督關愛中心。在那裏,我丈夫看到一百多名年幼的孤兒因為缺乏好的管理者而挨餓受凍,孤兒院也面臨被政府關閉的困境。
In 2010, my husband Jerry Hua (Chinese name is Tao Hua) accepted Chinese Agape Foundation President James R Brown』s invitation to visit the orphanage 「Jackson Family Christian Care Center」 in Sichuan Province, China. Chinese Agape Foundation is an American folk charity organization sponsored by USA Christian Church (Lewisville Church of Christ in Lewisville, Texas). After Sichuan Wenchuan Earthquake, in 2009, Jackson Family (Jackson Health Care in Atlanta, Georgia) funded to establish Jackson Family Christian Care Center in Sichuan. There, my husband witnessed more than 100 young orphans being hungry and unclothed because of lacking good caring manager. In addition, the orphanage was facing a dilemma of possible shutting down by the government.

華韜決定留下來幫助這些孤兒。因此,我們遠離家鄉——湖北省武漢市,離開繁華的都市生活。Jerry結束了生意,到孤兒院擔任院長和法人。我也辭去編輯的工作,在孤兒院當了一名志願者。孤兒院所在地,自汶川大地震後,一直餘震不斷,非常危險。而且,當地的水源污染非常嚴重,重金屬嚴重超標。沒有外地人願意在孤兒院長期工作。
Jerry Hua decided to stay there to help those orphans. Therefore, we were so far away from home – Wuhan city, Hubei province, away from the bustling city life. Jerry finished his business and went there to work as the Director and Legal person in the orphanage. I also resigned from the position of an editor and worked as a volunteer in the orphanage. Since Wenchuan Earthquake, there have been many large aftershocks in the orphanage place, which was very dangerous to stay. Moreover, the local water pollution is very serious and heavy metals in water exceed the acceptable standard badly. No outsiders were willing to work in the orphanage for a long time.

但我和丈夫是基督徒。我們願循著使徒保羅、德蘭修女、穆勒、愛德華滋、戴德生這些虔誠的基督徒的足跡跋涉我們的天路歷程。因為「愛裡沒有懼怕」(約一4:18),所以我們出發前,向神禱告:我們願把生命交託在主的手中,往任何主差遣我們去的地方,即使我們要冒著生命危險,願主與我們同在。
But my husband and I are Christians. We are willing to trudge our pilgrim』s progress following Apostle Paul, Mother Teresa, George Muller, Jonathan Edwards, James Hudson Taylor and other devout Christians』 footprints. 「There is no fear in love.」(1 JOHN 4:18) So before we set out, we prayed to God: we were willing to commit our lives in God』s hands, to any places God sent us to, even if we have to risk our lives, may God be with us.

我和丈夫在孤兒院服侍將近五年,我們經歷了常人難以想像的困難,把孤兒院建成真正的基督之家。福音,也隨著我們不知疲倦的工作,在四川這塊土地上傳揚開去。
My husband and I had been working nearly five years in the orphanage. We experienced unimaginable difficulties and built the orphanage into the real Christ home. The gospel spread in the land of Sichuan with our tireless work.

因為長期的辛苦工作、對女兒的想念和嚴重的環境污染,2014年8月,我患了乳腺癌,並轉移到肝臟,晚期。
Because of long-term hard work, missing my daughter and serious environmental pollution, in August 2014, I was diagnosed with late-stage breast cancer and metastasis to the liver.

國內外所有聽到這個消息的基督徒、教會都為我禱告、捐款。社會上的愛心人士也自發為我捐款。救治我的醫生們也為我捐款捐物。感謝神通過醫生的手治癒了我。通過治療,我從癌症晚期,達到癌症早期的治療效果。醫生相信,後期只要很好的休養,健康的飲食,我的病將可以完全治癒。
All Christians and Churches at home and abroad who heard this news prayed for and donated caring funds to me. Loving people in society spontaneously donated to me, and even my doctors donated to me with money and materials. Thank God for healing me through doctors』 hands. Through treatment, my advanced cancer showed the treatment effect of early-stage cancer. The doctors believed that as long as I have good rest and healthy diets in the future, my illness will be completely cured.

來自佐治亞州的Parker夫婦,曾經到孤兒院訪問。他們對我們的工作非常讚賞。知道我生病後,他們一直為我禱告,並邀請我和丈夫去美國做客,接受更好的醫療護理,休養身體。因為Parker夫人是一名護士,她想照顧我儘快恢復健康。
A couple named Parkers from Georgia once visited the orphanage. They very appreciated our work. After knowing I got sick, they have been praying for me and invited my husband and me to visit America to receive better medical care to recuperate my body. Because Mrs Parker is a nurse, she wants to take care of me back to health as soon as possible.

2014年10月27日下午4點左右,我來到美國駐北京的大使館23號窗口進行面簽。由於長時間的生病,我知道的我樣子非常糟糕,臉色憔悴,頭髮、眉毛、眼睫毛都因為化療掉光了。但幾個月前,我也是一位長髮齊腰的漂亮女士。現在,我戴著一頂不倫不類的假髮。實際上,23日,我做完化療。26日,我乘6個多小時動車從武漢到北京。27日,我在使館門前的寒風中排隊等候近3個小時。我知道,我當時的樣子與隊伍裡其他年輕的女士相比真是糟透了。她們穿著時尚的衣服,化著漂亮的妝。最重要的是,她們都有一頭美麗自然的秀髮。
On October 27, 2014, around 4 pm, I came to interview at No. 23 window of America Embassy in Beijing for an entry visa to US. I knew that I looked very bad with haggard face due to my long-term illness. My hair, eyebrows, eyelashes were lost because of chemotherapy. Just a few months ago, I was also a beautiful woman with long hair. At that time, I was wearing a wig of neither fish nor fowl. Actually, on Oct. 23rd, I received a session of chemotherapy. On Oct. 26th, I took a train ride for more than 6 hours from Wuhan to Beijing. On Oct. 27th, I lined up for nearly 3 hours in the cold wind at the Embassy. I knew my appearance was much worse than other young ladies in the line. They wore fashionable clothes with a nice makeup. Most importantly, they all have a beautiful natural hair.

23號窗口的面簽官是個白人男子。我把準備的所有資料遞給他,包括我的美國朋友Parker夫婦的邀請函、他們的收入證明、駕照、我和他們的來往郵件、我的身份證明、戶口本、銀行財產清單、房產證、私家車所有權證、結婚證、學歷證明、駕駛證、武漢作家協會會員證、中國紅十字會急救員證、家庭合影照片、我和丈夫去泰國旅遊的照片、我和丈夫的慈善事業簡介等等。
The interview officer at No. 23 Window was a white man. I gave him all documents, including my America friends Parkers』 invitation letter, their paycheck stubs, their driving license, e-mails between us, my ID card, our registered permanent residences (my husband, my daughter and I), our bank deposit account papers, our Housing Ownership Certificate, our private vehicle ownership certificate, the marriage certificate, my college degree certificate, my driving license, my Wuhan Writers Association member card, my Chinese Red Cross first-aid certification, our family photos, the photos of our visit to Thailand, the introduction of our charity.

這位簽證官沒有看我的資料,一上來就問:Can you speak English?
The visa officer did not read any of my documents, just asked: Can you speak English?

我回答:A little.
I answered: A little.

(我雖然一直在孤兒院做文字翻譯,但這僅僅是一小部份工作。並且,孤兒院很偏僻,很少有外國友人或基金會美方管理者來訪,我的口語並不好。因此,和簽證官交流了幾句英語之後,我感覺非常累,只好放棄了說英語。)
(Although I always worked as a written translator in the orphanage, that was only a small part of my work there. The orphanage is very remotely located, and very few foreign friends or America Foundation managers came to visit. It is understandable that my spoken English is not fluent. Therefore, after a few words of exchanges with the officer in English, I felt very tired and had to give up speaking English.)

簽證官問:去美國做甚麼?
The visa officer asked: What will you do in America?

我回答:美國一對夫婦朋友邀請我去過聖誕節,在他們家玩一段時間。
I answered: My friends, an America couple invited me for spending Christmas there and playing in their home for some fun.

這位簽證官不知是太勞累了,還是快到下班時間了,竟然問:去看你男朋友?
Maybe the visa officer was too tired, or he would want to go off work immediately, he unexpectedly asked: Will you go to see your boyfriend?

我很驚訝,回答:甚麼?我有老公和孩子,我女兒已經6歲了。
I was surprised, to answer: What? I have husband and child, and my daughter is 6 years old.

簽證官說了一聲「sorry」,又問:你們是怎麼認識的?
The visa officer said 「sorry」, then asked: How did you know them?

(其實,Parker夫婦已經在邀請函裡寫得很清楚了,我們認識的經過。)
(In fact, Parkers had clearly stated how we knew each other in the invitation letter.)

我仍然耐心地回答:我和丈夫在孤兒院工作時,他們來拜訪,認識了,成了朋友,一直有郵件往來。
I patiently answered: When my husband and I worked in the orphanage, they came to visit us. We met and then became friends. We have kept writing each other since.

然後簽證官問:你現在沒工作了?
Then the visa officer asked: Now you don』t have a job?

我回答:是的,因為我現在生病了,暫時沒工作。現在,我的病治好了,丈夫希望我能出去旅遊,享受一下,對我的快速康復有好處。
I answered: Yes, because I』m sick and temporarily quitted working. Now, I am getting better, my husband hopes that I can go out to travel, enjoy myself and maybe it would be good for a speeding-recovery.

簽證官又問:你丈夫呢?不陪你去嗎?
The visa officer asked: What about your husband? Not to go with you?

我回答:他要工作,還要照顧我們的女兒。
I answered: He has to work and takes care of our daughter.

簽證官問:你的旅行費用誰支付?
The visa officer asked: Who will pay your travel expenses?

我回答:我丈夫。到了美國,我住在朋友家,他們為我提供食宿。
I answered: My husband. After arriving in America, I will stay at my friends』 home, and they will offer me food and room.

簽證官問:你沒有出過國?
The visa officer asked: Did you never go abroad?

我回答:去過泰國。
I answered: I have been to Thailand.

簽證官翻了翻我的護照,問:只是去過泰國?!
The visa officer looked at my passport, asked: You only went to Thailand?!

(是的,我和丈夫確實只在今年6月份去過泰國,因為朋友開旅遊公司,免費邀請我們去玩。)
(Yes, my husband and I really only travelled in Thailand in June this year, because a friend of mine operated a tourism company and we can travel with him for free.)

我回答:是的。因為我們一直在孤兒院工作,沒有那麼多的時間和金錢出國玩。
I answered: Yes. Because we had been working in the orphanage, we have no much time and money to travel abroad.

簽證官問:去美國多長時間?
The visa officer asked: How long will you stay in USA?

我回答:15天左右。朋友邀請我去過聖誕節。
I answered: About 15 days. My friends invited me to celebrate Christmas there.

簽證官問:不回來了?
The visa officer asked: Will you not come back?

我回答:怎麼不回來呢?我還有丈夫和女兒在國內。我只是出去旅遊,為了使我更好地康復。
I answered: Why wouldn』t I come back? I have daughter and husband at home. I just want to go out to have a tour for better recovery from my illness.

然後我給他我的出院證明。他拿去,離開了幾分鐘才回來。
Then I showed him my hospital discharge certificate. He took it away, left, and returned in a few minutes.

簽證官接著問:你的護照是新疆的,你的戶口怎麼是武漢的?
The visa officer asked: Your passport was applied in Xinjiang, why is your registered permanent residence in Wuhan?

我回答:我是在新疆長大的,戶口原先在新疆,我老公是武漢的,我嫁給他以後,戶口就遷到武漢了。護照是之前辦的。
I answered: I grew up in Xinjiang, so my original registered permanent residence was in Xinjiang. My husband is from Wuhan. After I married him, my registered permanent residence was moved to Wuhan. I received my passport before that.

簽證官問:護照是2012年簽發的,怎麼一直沒有使用?
The visa officer asked: Your passport was issued in 2012, why you never use it?

我回答:因為我們一直在照顧孤兒,沒有時間。
I answered: Because we』ve been taking care of orphans, we had no time.

簽證官不再說話,在電腦上敲擊了一會兒鍵盤,然後遞給我一張白色的紙片,我被拒簽了。
The visa officer did not ask any more questions, typed on a computer keyboard for a while and handed me a piece of white paper. I was refused a US visa.

我收拾著簽證官自始至終沒看過的所有證件,輕輕地問道:不能給我一次機會嗎?就算對重病的人的同情?我們一直在做慈善……
I picked up all documents that the visa officer did not even bother to take a look at from the beginning to the end, and gently asked: Can』t you give me a chance of visiting our friends? Even if giving a little sympathy for a seriously-ill patient? We have been doing charity……

簽證官打斷了我,沒有任何解釋。
The visa officer interrupted me without any explanation.

一直為我簽證成功禱告的朋友們,聽說我被拒簽了,都很吃驚。Parker先生寫信到美國大使館詢問,也只接到一封歡迎我再次去辦理簽證的郵件。但我知道,這沒有任何意義。
All my friends, who had been praying for my successful visa application, were much surprised to learn that I was denied a visa. Mr. Parker wrote a letter to US embassy to ask why, only received an e-mail stating that they welcome me to apply for a visa again. But I know it doesn』t make any sense.

我想請問奧巴馬總統,這個簽證官對待我公平嗎?在他的工作過程中,為甚麼不能表現出哪怕一點點同情、公平或者憐憫,給一位虔誠的基督徒,給一位長期照顧許許多多中國無家可歸孤兒的老師?為甚麼?我不知道我能問誰,所以我只能問美國政府的代表——總統先生了。
I would like to ask President Obama, did the visa officer treat me fairly? During his work process of interviewing me, why didn』t show a little bit of care or fairness or sympathy for a devout Christian, a long-term caretaker of thousands of homeless Chinese orphans? Why? I don』t know whom I can ask for an answer, so I can only ask you, Mr. President, the head of the US administration.

拒簽書上說:根據美國移民國籍法214(b)條款,您不具備獲得非移民簽證的資格。其中一個共同的要求是申請人必須證明他/她在美國之外有無法放棄的居住條件。
The note explaining the visa-denying reads: You have been found ineligible for a nonimmigrant visa under Section 214 (b) of the U.S. Immigration and Nationality Act. One requirement shared by many of the nonimmigrant visa categories is for the applicant to demonstrate that he/she has a residence in a foreign country which he/she has no intention of abandoning.

但是,我提供了房產、車輛證明,我有丈夫和女兒在國內,我還有母親和弟弟。他們全部都在中國。我在中國出生、讀大學、工作。我的所有社會關係都在中國。這些都是美國法律所要求的強有力的約束力。因此,從法律上講,我是具備獲得非移民簽證資格的。況且,我已經37歲了,不再年輕,又剛剛大病初癒,我能滯留美國再結婚或者找工作嗎?這當然是不可能的。美國並不是天堂。而且,我不是美國公民,我無法支付昂貴的醫療費用。邀請我的朋友也只是美國的普通工薪階層,並不能長期供應我。因此,我不知道這位簽證官是依據甚麼判斷我有移民傾向而拒簽呢?難道是個人感覺嗎?他這麼吝嗇他的同情心嗎?
But, I provided my Housing Ownership Certificate, vehicle identification. I have husband and daughter at home. I have mother and brother. They all stay in China. I was born in China, received my education, and worked here. All my social relationships are in China. These are exactly the strong bindings that are required by the American act. Therefore, I am eligible for a nonimmigrant visa from a legal perspective. Besides, I am 37-year old and young no more, and barely survivor of a serious illness. Could I stay in America to remarry or find a job? Of course it is impossible. America is not the heaven. Moreover, I am not a U.S. citizen, so I can』t pay for expensive medical expenses there. My friends who invited me are just the ordinary working-class Americans that cannot afford to accommodate me very long. Therefore, I do not know why the visa officer judged that I had immigrant intent by refusing me a visa? Was that his personal feeling? Was he so stingy with his compassion?

而美國駐北京大使館對於我朋友的問詢,也只僅僅答覆:你可以再次提交申請。
To my friend』s inquiry, the US Embassy in Beijing only answered: You can submit the application again.

我不是有錢人。我僅僅是一個普通的基督徒,想去看看我的外國基督徒朋友,想去感受一下富有基督氛圍的國家,因為我所信的,是從這個國家的基督徒傳來的。而就因為這個國家是美國,我小小的願望就不能實現嗎?美國的大門是為有錢人敞開的嗎?我理解美國是一個法制國家,它就不能給予一位癌症倖存下來的外國基督徒一點點同情和愛心?
I』m not a rich person. I』m just an ordinary Christian, wanting to visit my foreign Christian friends, feeling of the Christian atmosphere of this country, because my faith came from Christians of this country. Because the country is the United States, why cannot my little desire be desired? Does the United States open her arms to the rich people only? I understand the United States is a legal country, why cannot it show a little sympathy and love to a cancer-surviving foreign Christian?

美國是一個超級大國,有令人矚目的經濟和軍事,但我想,美國之所以吸引人的根本原因在於《獨立宣言》所描述的理念:人人生而平等,造物者賦予他們若幹不可剝奪的權利,其中包括生命權、自由權和追求幸福的權利。
America is a superpower in economy and military. But I think, the fundamental reason America attracts people around the world is the idea described in 「Declaration of independence」 : All men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the pursuit of Happiness.

那麼,美國政府官員對外國平民是否就否認了「人人生而平等」,否認了他們「追求幸福」的權利?正如這位簽證官對我所做的。
So, whether USA administration officers could deny foreign civilians 「all men are created equal」, deny their right of 「the pursuit of Happiness 」? Just as the visa officer did to me.

我聽說美國是基督教國家,美國的總統都信仰基督教。奧巴馬總統在就職宣誓時曾說:「我們必須成為貧困者、病患者、被邊緣化的人士、異見受害者的希望來源,不僅僅是出於慈善,也是因為這個時代的和平需要不斷推進我們共同信念中的原則:寬容和機遇,人類尊嚴與正義。」 「我們的征途不會結束,直到我們找到更好的方法迎接努力、有憧憬的移民,他們依舊視美國是一塊充滿機會的土地。」
I heard that USA is a Christian country, and all USA Presidents are Christians. In the oath, President Obama said: 「We must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice–not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity; human dignity and justice.」 「Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity.」

這塊被上帝祝福的土地和土地上的人們,在安居樂業的同時,也在關注福音沒有傳遍的國度,並竭力幫助那些追尋天國亮光的人們。正如我的美國基督徒朋友和那些為我禱告、為孤兒院捐款的普通美國人所做的。但也有部份基督徒,用他們所行的,背棄他們所傳的。這種傷害,是更深刻的。
The land and the people live on it are blessed by God, when you live and work in peace and contentment, you also pay close attention to those countries without gospel, and try to help those people who are seeking the bright of heaven, just as my American Christian friends and those ordinary Americans who pray for me, donate to the orphanage. But there are also some Christians who abandoned what they preached due to what they did. This damage is more profound.

我相信美國的多數政府官員是公正、負責的,但我希望這種公正對於美國公民和外國平民能保持一致,以彰顯美國「人人生而平等」的立國信念。
I believe that the majority of USA administration officials are fair and responsible, but I hope this same kind of justice is served among US citizens and foreign civilians, to show the world the United States founding idea of 「all men are created equal」.

雖然那位官員傷害了一位母親、病人,但我願意原諒他。願上帝保佑他,願他在將來行使權利的時候,能想到上帝。
Although that visa officer hurt the feeling of a mother and a patient, I』m willing to forgive him. May God bless him, and I pray that he can think of God when he performs his official duties in the future.

願全世界的基督徒都能省察自己。基督徒有神的印記,活在神的救贖國度裡。正如得到綠卡,生活在美國的公民。在這個國度裡,有摩西、彼得、保羅。那些歷史上為福音獻身捨命的傳教士和現代虔誠的基督徒們,讓外邦人對這個國度充滿嚮往。但也有賣主的猶大和殺死主的猶太人。正如這位簽證官在我面前關閉了美國的大門一樣,言行不一的基督徒在不信主或信心軟弱的人面前關閉了福音的大門。
Pray all Christians around the world examine themselves critically. Christians have stamp of God, living in God』s redemptive kingdom, just like the US citizens who have the permanent resident card, living in USA. In this country, there are Moses, Peter, and Paul. Those missionaries who dedicated their lives for the gospel and modern devout Christians let the Gentiles envy this country. But there were also Judah who betrayed Jesus and Jews who killed Jesus. Just as that visa officer who closed the door of USA to me, Christians whose acts belie their words closed the door of Gospel to the unbelievers or persons who are weak in their faith.

這正是引起中國歷史上普通民眾對外來傳教士排斥的根源。直到今天,中國從大學裡的學子,到農村的老婦,說起洋人,仍存有敵視。這也是我和丈夫五年來做慈善工作,從最貧窮的底層人民,看到的福音狀況。
This is the root reason why ordinary people rejected foreign missionaries in Chinese history. Until today, Chinese from the university students to the rural women still have the same hostility to foreigners. This is the gospel condition that my husband and I experienced in five-year charity work from the poorest people.

「這天國的福音要傳遍天下(太24:14)」,我們基督徒還有很長的路要走。
「And this gospel of the kingdom will be preached in the whole world (Matt 24:14)」, Christians, we still have a long way to go.

願上帝保佑最大的基督教國家,願上帝保佑全世界每一位基督徒,願我們做任何事時,都要想到,上帝在看著你!
May God bless the largest Christian country, and may God bless every Christian in the world. Pray when we would like to do anything, we should think, God is watching you!
