Hebei Released Delegation List, Zhou Yongkang not on it

After the investigations of Wang Lijun and Bo Xilai,
rumors about Zhou Yongkang, the leader of Political and Judiciary Committee, continually spread.
The Chinese Communist Party (CCP) mouthpiece reported
on May 17 that Zhou Yongkang was going about his daily life.
At the same time, Hebei province released the delegation list
for the 18th National Congress Conference, and Zhou Yongkang wasn’t on the list.
This list drew attention immediately after its release,
and outsiders speculate that this absence signals Zhou Yongkang’s fall from grace.

The Hebei Daily released the list of the Hebei delegations’
62 representatives slated to attend the 18th National Congress Conference.
Zhou Yongkang isn’t on that list.
Is Zhou Yongkang at his end?

Zhou Yongkang was one of the 61 representatives
of the Hebei delegation during the 17th Conference.
By convention, officials rarely change their represented
province unless they are moved to another position.
Therefore, Zhou Yongkang would have attended the 18th
Conference as a representative of Hebei province.

The CCP mouthpiece Xinhua News Agency reported on May 17
however, that Zhou Yongkang’s political work arrangement is as usual.

Wu Jianguo, an internet writer: “I think this reflects two things.

The first is that it’s not an easy thing for Hu-Wen to move
Zhou Yongkang out because Zhou represents Jiang Zemin.
Jiang had operated the party, politics and military
for so many years and has many cronies at different levels.
Those cronies know clearly that they will be liquidated
if the ‘Blood Debt Faction’ collapses.
So, they will make a last ditch effort struggle to stay afloat.
They expect Zhou Yongkang to be ok.”

Zhou Yongkang’s activities have now caused much speculation.

Wu Jianguo thinks Hu and Wen are a bit conservative
in dealing with Zhou Yongkang and Jiang Zemin’s Blood Debt Faction.

Wu Jianguo, an Internet writer: “Hu-Wen always hope to deal
with Jiang’s Blood Debt Faction using the pre-condition that the CCP regime should be maintained.
It’s also means they know the CCP will collapse if the Blood
Debt Faction is cleared out, yet they hesitate.
Currently, however, the CCP is like the Soviet Communist
Party in 1991, and can’t survive.
Whether CCP will disintegrate is not controlled by Hu and Wen.

The only thing they can do is to make a choice similar to that
of Gorbachev or Yeltsin.”

Ren Baiming, the current affair’s commentator thinks the story
behind the CCP media reports about Zhou Yongkang has to do with the CCP’s internal struggle.
It looks like Hu and Wen are allowing Zhou Yongkang to show
his face publicly, but secretly they forced Zhou to relinquish power.

Ren Baiming, current affairs commentator: “Showing his face
publicly will not help Zhou Yongkang, but its a display of the general feeling that he has been excluded by Hu and Wen.
It gives Zhou a certain space to act, but on the contrary
Zhou can’t use his force freely.
Challenging this publicly will give Hu-Wen an excuse
to move him away.
But if Zhou acts like before,
he will give Hu and Wen more time to prepare,
as well as give the world more opportunity to condemn him
and the Political and Judiciary Committee.
The situation is like ‘bail’ which means Zhou only can act
within limitations, and can’t speak or do what he wants.
Otherwise he will be punished heavier.”

Some recent news commentary show that Zhou Yongkang
will be ousted.

Shi Da, a current affair’s commentator: ”CCP’s system
is an operation within a black box.
Many things (about it) are quite abnormal.

Many of the CCP’s actions follow a pattern of releasing news
overseas followed by spreading it inside China.
They try to use this way to minimize the impact.
From all sides, I think Zhou Yongkang is losing ground.
He is out of power.
The result is like this.”

Recently, one of the U.S. largest circulating newspapers,
The New York Times, reported on Zhou Yongkang’s dismissal.
Los Angeles Times, Agence France-Presse, BBC and other large
international media outlets reported that they hope Zhou Yongkang will step down.
