【禁聞】傳中共欲恢復「中顧委」 胡溫監黨

【新唐人2012年7月5日訊】兩個月前,來自北京的消息,中共主席胡錦濤和中共總理溫家寶有可能在中共十八大後留下「監黨」,十八大時將由新上任的總書記習近平提議恢復「中顧委」組織,由胡錦濤擔任主任,溫家寶任副主任。胡錦濤將以「中顧委」主任身份兼任中央軍委主席。分析人士認為,胡溫目前已經控制了局勢,十八大或許是一個轉折點,希望胡溫能抓住機遇,拋棄中共,徹底清除血債派,使中國進入新紀元。

香港《前哨》雜誌引述來自北京的消息說,胡錦濤和溫家寶極可能在中共十八大後留下來「監黨」,只是兩人留下來的具體方式目前還沒有敲定。

據報導,中共十八大後將恢復「中顧委」機制「垂簾聽政」,胡溫分別擔任「中顧委」主任和副主任。

「中顧委」的全稱是「中共中央顧問委員會」。建議恢復「中顧委」這一計劃,據說是原「上海幫」首席智囊王滬寧特地為胡錦濤「量身訂造」的。

「山東大學」退休教授 孫文廣:「中共黨內它有一個路線鬥爭,江澤民的這一派過去在中央常委裡面佔多數,胡溫他們有些事情很難施展作為。那麼現在如果換屆,胡溫是應該下去的,如果設計一種方案,就(能)保留他們自己的位置,保留他們的作用。」

按照中共目前的規定,胡錦濤和溫家寶都到了退休年齡,在十八大上胡錦濤必須從總書記職位上退休,明年從主席職務上退休。

「中國社會民主黨中央委員會」主持人劉因全表示,在中國目前的體制下,相對來說,還是希望胡錦濤和溫家寶這一派來掌控權力。

「中國社會民主黨中央委員會」主持人 劉因全:「如果胡溫在十八大以後能夠監黨的話,因為相對來說他們沒有血債、不是血債派,他們相對來說開明一些,他們又出生於下層,能夠便於聽到下層的呼聲。」

「江系血債派」自從1989年「六四」上臺至今,罪行纍纍。「六四23週年」過去了,「六四」不僅沒有被平反,當年參入「六四」的湖南民運人士李旺陽卻「被自殺」;而「六四」之後的1999年7月,以江澤民為首,在全中國範圍內發動的「鎮壓法輪功」群體,一直持續13年至今。

另外,「血債派」還利用「維穩」的形式,對民眾和民運人士實施各種鎮壓和迫害,如今的大陸是民怨四起。

劉因全指出,如果胡溫十八大下去了,「血債派」反撲的話,中國百姓還會繼續遭受暴力鎮壓。

劉因全:「在這種時候我想,與其如果沒有『中顧委』,那江派還在繼續發揮更大的作用的話,還不如有一個『中顧委』在那裏制約限制江派的力量,來推動中國的政治經濟體制的逐步的改革,這樣可能對中國更有利。」

「中顧委」是前中共書記鄧小平在1982年主張設立的,目地是使年輕的幹部進入中央委員會,年紀大的老幹部退到「中顧委」,輔佐中央委員會。然而,在不到五年的時間,「中顧委」就變成了整人與干預人事安排的超級權力機構,「中顧委」成了「左傾中心」,因此在1992年被撤銷。

劉因全認為,在中國最好的方式就是把整個共產黨推翻了,然後由人民選舉總統來領導中國。

劉因全:「目前民間人民還沒有這個力量達到這一步的時候,我們比較正確的做法就是兩害相權取其輕,在江澤民這一派和胡溫這一派我們比較一下,哪一派對我們民間有利,對我們法輪功和其他的信仰團體有利,對我們異議人士有利,對我們的下層老百姓有利,我們當然就支持那一派。」

劉因全呼籲,胡溫一定當機立斷、抓住機遇、大膽改革,使中國進入新紀元。

Central Advisory Committee may be re-established

Sources from Beijing suggest Hu Jintao and Wen Jiabo
may remain to mentor the Party after the 18th Congress.
Hu will be Chair and Wen the Vice-Chair.

The proposal may be put forward
by Xi Jinping during the Congress.
Hu will also be the Chair for the Central Military Committee.

Critics said that as Hu and Wen have now controlled
the situation, the coming Congress may be a turning point.
It may be an opportunity for them to abandon the CCP,
and to remove the blood-debt faction.
It is an opportunity to lead China into a new age.

Hong Kong Outpost magazine has quoted Beijing sources.

Hu and Wen may stay to mentor the party, although
how they will do this has not been decided yet.

The report said the Central Advisory Committee
will be re-established.
This is in order to continue Hu and Wen’s control of the Party
behind the scenes. The two will chair the committee.

The full name of the committee is the CCP
Central Advisory Committee.
The plan was said to be tailored to suit Hu’s needs
by one of his think tank, Wang Huning.

Sun Wenguang, Retired Professor of Shandong Univ.:
“The Party has an internal fight over its future route.

Jiang Zemin’s faction used to be the majority
in the Standing Committee.
It is hard for Hu and Wen to do anything,
as now it is time for them to step down.
But with this plan, they can keep their positions,
and maintain their influence within the Party."

According to current CCP regulations,
Hu and Wen are due to retire.
Hu will retire from his position as Party Secretary
at the 18th Congress, and from President next year.

Liu Yinquan, Leader of the Chinese Social Democratic
Party Central Committee commented.
Under the current system, he would like to see
Hu and Wen continue to control power.

“If Hu and Wen could mentor the Party, as they are not
in the blood-debt faction, and are more open-minded.
It will be easier for the grassroots movements to be heard.

Jiang and his blood-debt faction stepped on power
after the Tiananmen Square massacre in 1989.
Twenty-three years have passed. The pro-democratic movement
was suppressed, and it’s reputation has yet to be restored.
The activist Li Wangyang recently died suspiciously.

The persecution of Falun Gong began ten years after that,
initiated by Jiang Zemin, and has continued until now.

The blood-debt faction has conducted various methods
of suppression against pro-democratic activists
and dissidents, in the name of ‘maintaining stability’.

Liu Yinquan said that if Hu and Wen stepped down
at the 18th congress, the blood-debt faction may fight back.
This may result in more violent suppression on people.

Liu Yinquan:"Without an Advisory Committee,
Jiang’s faction may continue its influence.
I would rather have such a committee to restrict Jiang’s
influence and push forward reform of the political system.
That may be more favorable to China."

The Central Advisory Committee was set up
by Deng Xiaoping in 1982.
This was in order to facilitate young members to enter
the Party’s central committee,
while keeping senior and retired members
in the advisory board to help them.
However, in less than 5 years, the committee developed
into a super powerful agency and a centre for leftists.
It was disbanded in 1992.

Liu Yinquan thinks that the best way for China
is to over throw the party.
It is to let people select a leader for themselves.

Liu Yinquan: “So far, people’s power
hasn’t developed to that point.
A more correct way is to make a comparison
between Jiang and Hu’s factions.
It’s more correct to support whoever favors the people,
favors the dissidents, and favors religious freedom."

Liu Yinquan said Hu and Wen should take this opportunity,
initiate reform with courage, and lead China to a new era.
