【禁聞】中共維穩新招:武裝警察上街巡邏

【新唐人2014年03月19日訊】中共公安部日前對外宣稱,警方將繼續在北京等數個重點城市,採取武裝巡邏措施,「最大限度的將警力擺上街面,實行武裝巡邏、和動中備勤的常態化」,以不斷增強人民群眾的安全感和滿意度。不過,面對全副武裝的警察,民眾的心理是否就有了安全感呢?請看報導。

日前中國大陸各地惡性事件頻發,民眾驚恐,社會籠罩在恐怖氣氛之中。為此,公安部在壓力之下要求:「提高見警率和管事率,最大限度的將警力擺上街面,實行武裝巡邏、動中備勤的常態化。」

各地公安也相應啟動了等級化巡邏機制,組織公安特警屯警街面,並重點加強對當地車站、碼頭、機場、地鐵、陸路口岸、公交場站,以及學校、醫院、公園、中心廣場、繁華街區、旅遊景點、各大商圈等人員密集部位的管控,以「快速應對處置各類突發事件」。

其實,北京警方在「兩會」後,繼續加強「社會巡邏防控」,出動「公安特警武裝」,全天候執行巡邏。

南京東南大學法學院教授張讚甯:「把武裝警察放到街上巡邏,這主要是社會不穩定的因素已經到了極致的一種表現了了。因為江澤民、胡錦濤當政期間,一直強調維穩,維穩壓倒一切。他們維穩的結果是越維穩就越不穩。」

中國憲政學者陳永苗表示,中國各大城市逐漸像新疆那樣,把暴力管控直接帶到街頭、帶到民眾的眼前,因為他們感到統治受到了威脅,所以要震懾老百姓。

陳永苗認為,中共防範的主要對像還是那些要求民主的異議人士和訪民,因為他們沒辦法對付突發群體性事件。

中國憲政學者陳永苗:「全副武裝弄到街上去,肯定市民遭到威脅,感到害怕,被震懾。那只有這些當官的官老爺他才不會害怕,這些指揮動槍的人、指揮動坦克的人、指揮動武警的人才有安全感的。」

南京律師張讚甯指出,武裝警察上街還是治標不治本的辦法。要想社會穩定就要實行法治社會、實行公民社會,讓群眾的冤屈能夠得到伸張,讓群眾的不滿有處發洩。那樣社會才能真正穩定。

現實中,中國大陸最近是血案頻發。

3月1號,在雲南省昆明市火車站,發生一起砍殺無辜平民的流血事件,共造成平民29人死亡、143人受傷﹔在3月3號晚間,廣西桂林一名女子在寶馬車內被捅數刀身亡﹔3月14號,湖南長沙伍家嶺地區,也出現6人當街被砍殺身亡的事件。

在長沙砍人事件的幾個小時後,四川成都鬧市區春熙路上,有人喊一句「砍人」,引發數千人狂奔「逃命」﹔15號,在廣州,一名小偷在沙河大街某服裝城被抓獲,他大喊一聲:「有人砍人!」也立刻引起民眾向四周逃跑。

原《陝西電視臺》記者馬曉明表示,現在社會的矛盾從數量上不斷增加,從程度上也是越演越烈。以前武裝巡邏只是發生在所謂的敏感時期,現在已經常態化了,這都說明社會矛盾非常尖銳。

馬曉明認為,現在街頭到處是城管和帶紅袖章的人,人們再也無法把社會跟「安全」、「平安」這樣的詞聯繫到一起了。不過,馬曉明說,這一切都是政府一手造成的。

原陝西電視臺記者馬曉明:「據我知道,現在政府為了掠奪地皮,打著所謂城中改造、城市建設、居民小區改造這樣的旗號,那是公然僱用成百上千的打手衝到小區裡頭、衝到村子裡去打人,打死、打傷多少人啊。」

馬曉明指出,中共政府是製造「暴力恐怖」事件的根源,他們找社會不穩定的根源就像「強盜喊捉拿強盜」一樣,恰恰製造社會不安定、製造嚴重社會矛盾、製造社會慘案的正是這個政府,正是這個執政團夥!

Chinese Communist Party Enhancing Armed Police Patrols

The Chinese Communsit Party (CCP) Ministry of Public
Security announced that it will carry out armed patrols and
take measures to handle violent criminals in major cities.
This is to enhance public security and satisfaction.

A series of violent incidents across China
has created an atmosphere of terror.
In response to public pressure, the CCP’s Ministry
of Public Security made an announcement.
It will, “increase police efficiency, visibility and
routine armed patrols for crime prevention and control."

It also stated that public security organs at all levels should
also enhance prevention and control in busy areas.
This includes stations, ports, airports, subways,
intersections, schools, hospitals, parks,
tourist attractions and shopping centers.
These organs need to “further improve emergency
command mechanisms in order to fight crime."

In fact, Beijing police have continued paramilitary police
patrols around the clock after the congressional meetings.

Zhang Zanning, Nanjing Lawyer, and Law School
Professor at Southeast University: ““Stationing armed
police on streets suggests an extremely unstable society.
The stability obsessed regime has overriden everything
with maintenance of stability since the Jiang Zemin era.
As a result, society is even more unstable."

Chinese constitutional scholar Chen Yongmiao analyses that
China’s major cities are gradually becoming like Xinjiang.
Brutal control is directly present on the streets,
and is increasingly a part of Chinese peoples lives.
The CCP considers that there is a threat to their rule,
and instead turns the threat directly towards the people.

Chen Yongmiao believes these tactics are targeting
dissidents and petitioners out of fear of mass incidents.

Chen Yongmiao, Chinese constitutional scholar:
“People will definitely be threatened, frightened,
and impacted by armed police on the street.
Only the bureaucrats, and those who direct and
command the tanks and armed police will feel safe."

Nanjing lawyer Zhang Zanning suggests that placing
armed police on the streets is a cloaked approach.
Social stability relies on implementing and realizing rule
of law and civil society to resolve injustice and discontent.

In reality, bloodshed has been frequent in China recently.

On March 1, a random stabbing at the train station in
Kunming, Yunnan Province killed 29, and injured 143.
On the evening of March 3, a woman in Guilin,
Guanxi Province was stabbed to death in her car.
On March 14, six people were stabbed and killed
on the streets of Changsha, Hunan Province.

A few hours after the Changsha violence, thousands
of pedestrians ran for their lives after someone
shouted ‘stabbing’ on the busy streets of Sichuan.

On March 15, a thief in Guangzhou called out that
‘someone’s stabbing’ when trying to escape from police.
This caused people in the area to run in horror.

Former Shaanxi TV reporter Ma Xiaoming
indicates that social conflicts in China have
increased, both in number and severity.

Armed patrols used to take place during ‘sensitive times’.
Routine armed patrols show social conflicts are heightened.

Ma Xiaoming does not believe that implementing
security will bring peace, with streets full of guards.
He says, the CCP has caused all this conflict.

Ma Xiaoming, former Shaanxi television reporter:
“As far as I know, in order to plunder land, in
the name of developing city infrastructure and
construction, the regime has created many victims.
It has hired hundreds, and even thousands
of thugs to threaten and injure many residents.
These incidents are too numerous to count."

Ma Xiaoming indicates that the Communist regime is
the source and creator of the unfolding ‘violent terror’.
Their maintenaning of stability is
like a thief shouting ‘arrest the thief’.
The regime is exactly the one that creates instability,
severe conflict and tragedy within Chinese society.
