【禁聞】中共頒布新規 警告媒體人

7月8號,中共中紀委監察部發佈消息說,海南省常委、副省長譚力,涉嫌嚴重違紀違法被調查,消息沒有說明「違法違紀」的具體內容。

譚力是重慶人,與中共前政治局常委周永康多有交集。1999年至2002年12月底,周永康擔任中共四川省委書記期間,譚力先後擔任四川成都市委常委、和宣傳部部長,以及四川省廣安市委書記。

譚力是今年落馬的第15位中共省部級官員,也是繼冀文林之後,又一位落馬的海南省副省長。今年2月落馬的冀文林,曾任周永康的秘書,與周有著更加密切的交集。冀文林落馬後,《法國新聞社》引述消息人士的話說,譚力因涉冀文林和周永康案,被限製出境。

默克爾清華演講 談人權和自由

正在中國訪問的德國總理默克爾,7月8號在清華大學發表演講,其中提及人權和言論自由等敏感問題,引起外界矚目。

她在演講中強調德國和中國進行人權與法治問題對話的重要性。默克爾表示,她自己在前東德長大,當時自由受限制,人民也受到監控,但柏林牆倒塌後,實現了自由對話,她認為自由對話在中國也具有同樣的重要性。

《法新社》報導說,默克爾和最近訪問中國的許多其他西方領導人,形成了鮮明的對比,那些領導人為了和中共發展貿易,都避免在公開場合提及中國的人權問題。

大陸媒體在報導默克爾演講時,也都刻意屏蔽了有關人權和自由的部分。

中共頒布新規 警告媒體人

中共日前又頒布新的規定,加強對新聞記者的控制。

據中共喉舌《新華網》報導,中共新聞出版廣電總局6月30號印發了《新聞從業人員職務行為信息管理辦法》,要求各傳媒與新聞從業人員簽訂保密承諾書,和職務行為信息保密協議,禁止媒體人向其他境內外媒體、網站提供所謂職務行為信息。

這份文件規定,媒體人在從事採訪、參加會議、聽取傳達、閱讀文件等職務活動中,獲取的各類信息,包括國家秘密、商業秘密、未公開披露信息等,都屬於職務行為信息。禁止在任何媒體以任何形式傳遞國家秘密,也禁止在私人交往和通信中涉及國家秘密。

由於中共對「國家機密」的界定既寬泛又模糊,外界擔心,這是官方加強新聞管制的新枷鎖,因為所謂的採編內部信息,可能關乎公共利益,而與真正的國家機密距離遙遠。

nvolved in Zhou’s Case? Another Hainan
Vice-governor sacked

On July 8, the Chinese Communist Party (CCP) Central
Commission for Discipline Inspection (CCDI) announced
that Standing Committee, Hainan vice Governor Tan Li is
under investigation for seriously violating law and discipline.

The message did not give any detail about the violations.

Tan Li is from Chong Qing with many connections to former
Politburo Standing Committee member, Zhou Yongkang.

Zhou Yongkang served as secretary of Sichuan Provincial
Committee from 1999 to the end of 2002.

Tan Li served as Chengdu Municipal Committee, Propaganda
minister, and Sichuan Guang’an municipal secretary.

Tan Li is the 15th provincial and ministerial-level
official to be sacked.

He is the second Hainan vice governor to be sacked after
Ji Wenlin.

Ji Wenlin, former secretary of Zhou Yongkang, was got
rid of in February.

He had more connections with Zhou Yongkang.

AFP quoted sources saying, Tan Li is restricted from leaving
the country.

This is since he was involved in Ji Wenlin and Zhou
Yongkang’s case after Ji Wenlin was sacked.

Merkel TalksAbout Human Rights And Freedom in Tsinghua

German Chancellor Angela Merkel, who is visiting China,
gave a speech at Tsinghua University on July 8.

Her speech raised some sensitive issues including human
rights and free dialogue which attracted global attention.

She stressed the importance of the dialogue on human rights
and the law between in Germany and China.

Merkel said she grew up in the former East Germany.

At that time, people had restricted freedom and
were being monitored.

However, the fall of the Berlin Wall enabled them to
have free dialogue.

She believes free dialogue has the same
importance in China.

AFP reported that Merkel is in stark contrast with other
visiting western leaders.

They avoid mentioning China’s human rights issues
publicly to develop trade with the govenment.

The mainland Chinese media deliberately removed her words
on human rights and freedom when they reported on it.

Chinese Media People Have New Regulations

The Chinese Communist Party (CCP) strengthened control
over news reporters by releasing new regulations.

CCP media Xinhua News reported on June 30, the CCP Press
and Publication Administration issued a management order.

It covers journalists’ duty, behaviors and information.

It expects all media and journalists to sign a confidentiality
and job behavior information agreement.

This prohibits media people passing on any duty behavioral
information to domestic and foreign media and websites.

Duty behavior information is state and commercial secrets,
undisclosed information, etc. acquired from job activities

All media are prohibited from releasing state secrets in any
form including private contact and communication.

Since the CCP’s definition of state secrets is broad and vague,
people believe these are new shackles on news blackouts.

Although editing internal information may relate to the public
interest, it far away from being real state secrets.
