【新唐人2014年07月31日讯】中共中央纪律监察委员会宣布对前中央政治局常委周永康立案审查当中，没有使用他的任何头衔，也没有加上“同志”两字，中共官媒引述体制内学者的分析说，这代表着中共将开除他的党籍。此外，对周永康立案“审查”而不是“调查”，也代表当局已经掌握大量证据。北京退休官员纷纷为中共领导人习近平打破“刑不上常委”的潜规则而叫好。
中国大陆原新闻出版署署长，《炎黄春秋》杂志社社长杜导正向《新唐人》分析，周永康稍后应该会移交司法机关处理。
中国原新闻出版署署长杜导正：“中央现在讲他严重违反纪律，我们的了解，他不仅仅是党内违反纪律，他已经违反了国家的法律。违反法律这方面，我认为恐怕是贪污败腐、拉帮结派、乱七八糟，反正我认为问题很大很大。党内处理他，不是法律，然后他会交给国家法律部门。”
对于周永康和前中共重庆市委书记薄熙来密谋政变，阻止习近平掌权的各种传言，杜导正表示，很多传言也并非空穴来风。
杜导正：“我估计中央已经掌握了大量的材料，要不然他不好下这个决心。他一定掌握了很多很多的材料。这些材料以后会公布的，会陆陆续续公布，一定要有确凿的材料。这个人是不是有政治野心啊，搞什么阴谋诡计啊，搞什么夺权啊，甚至于政变之类的东西，现在这都不好说。”
而《炎黄春秋》杂志副社长杨继绳表示，习近平拿下周永康符合民意。
大陆《炎黄春秋》杂志副社长杨继绳：“第一个，这么一个贪官给他弄倒了，对老百姓符合民心。第二个，突破了过去‘刑不上常委’这么一个陋习。”
原全国人大常委会法制工作委员会研究室副主任郭道晖表示，周永康掌权多年的司法系统缺乏独立公正的审判，腐败横行。
原全国人大常委会法制工作委员会研究室副主任郭道晖：“大家心目中对周永康，一般干部也好，特别政法干部，或者我们搞法学的，都是不太满意，觉得他有问题，应该加以处理。现在中央准备做调查处理，应该是大快人心的。”
对于周永康未来的命运，民众有各种各样的猜测，有人猜测当局可能对他采用“黄菊模式”，“软着陆”或内部处理，因为中共历史上从未有过政治局常委因为腐败而倒台的先例。
可是杨继绳表示，公开宣布调查周永康，说明习近平反腐的决心很大，说明他有魄力。此外，形势的发展和民意的支持，也令拿下周永康水到渠成。
原“中国人民大学”政治系主任冷杰甫表示，台湾“中华民国”前任总统陈水扁违法，被判刑，前法国总统萨尔科齐涉嫌贪腐，被拘留，那么，中共政治局常委为什么不能被判刑？
前中国人民大学政治系主任冷杰甫：“他如果贪污多少，按照法律规定他违反了这一套罪就应该枪毙他。不这样国家搞得好吗？必须依法办事。中国过去有个老话叫‘刑不上大夫”那是完全错误的。我主张对他要严格依法惩办，如果说他符合枪毙条件，要毫不客气枪毙。”
冷杰甫表示，在周永康高居政治局常委的时候，他就听到很多消息说，周永康为了娶《央视》年轻女主播而害死了原配妻子。而作为政治局常委的周永康道德败坏，前总书记江泽民也有责任。
冷杰甫：“你（江泽民）跟宋祖英搞，那个榜样就不好。你这么搞，别人也可以搞啊。你搞女人，别的常委就不能搞？常委搞，政治局委员不能搞？政治局委员搞了，部长不能搞？部长搞了，省长不能搞？省长搞了，县长不能搞？县长搞了，乡长不能搞？乡长搞了，村长也能搞啊。这都是这样一环套一环的。”
周永康被立案侦查后，中国媒体《财经》证实，周永康之子周滨因涉嫌非法经营罪，已被湖北省宜昌市检察院批准逮捕。

including “comrade”.
State-run media cited an academic: this is a sign Zhou
will be expelled from the Chinese Communist Party (CCP).
This announcement also hinted the regime
has plenty of evidence in hand.
Retired Beijing officials praised Xi Jinping’s breaking the rule
“Politburo Standing Committee members are immune
from formal investigation.”
Du Daozheng, former director of Yanhuangchunqiu magazine
told NTD Television that Zhou would be handed over
to judicial organs later.
Du Daozheng: “The regime said Zhou has broken the law.
As for violation of the law, I think it refers to his corruption,
gangs and others matters.
I think he has big problems.
Now he is investigated internally not through
the procedure of the law.
Later, he will be handed over to the court.”
Regarding rumors about Zhou and Bo Xilai having
plotted a coup, and prevented Xi Jinping’s succession,
Du says that many rumors were actually
not groundless.
Du Daozheng: “I guess they have plenty evidence in hand,
otherwise, this is not an easy decision to make.
They likely hold material that may be published later.
They would reveal it randomly, by doing so,
they must have firm evidence.
Whether Zhou has political ambition, artifice, taking power,
even plotting a coup and more.
It is hard to announce these now.”
Yang Jisheng, deputy director of Yanhuanchunqiu magazine
says that Xi Jinping taking Zhou down
scores well with public opinion.
Yang Jisheng: “Firstly, such a corrupt official being
taken down has agreed with people’s thinking.
Secondly, it broke the rule of “Politburo Standing Committee
members are immune from formal investigation.”
Guo Daohui, former deputy director of the National
People’s Congress Law Committee says that the
judicial system controlled by Zhou for several years
lacked justice, and corruption became rampant.
Guo Daohui: “General cadres, especially legal cadres,
or people in legal circles dislike Zhou.
I think he has a problem, he should be charged.
Now the central regime plans to deal with him,
That’s great.”
Public speculation on Zhou’s fate varies.
Some say the regime likely would treat him as
it dealt with Huang Ju, a soft landing or internal punishment.
Because in CCP history, no one has been dismissed for
corruption from the Standing Committee
Yang Jisheng said Beijing announced that Zhou was under
investigation, indicating Xi Jinping is determined to fight corruption.
It also shows he has great capability.
In addition, with the support of an improving situation
and public opinion, it’s a perfect time to take Zhou Yongkang down.
Leng Jiefu, former dean of Renmin University of China said
that Chen Shui-bian, former president of Taiwan reportedly
breached the law and was being sentenced.
Nicolas Sarkozy, former French president was detained
on suspicion of corruption.
Why cannot a CCP Standing Committee member be sentenced?
Leng Jiefu: “How many assets has Zhou embezzled,
according to the law, he should be shot to death.
Without doing so, how can the country be run better?
They must do according to the law.
The rule “Politburo Standing Committee members
are immune from formal investigation,” is totally wrong.
I suggest they punish him strictly according to the law.
If he meets the condition to be executed,
then they should shoot him without hesitation.”
Leng Jiefu says he heard news about Zhou even
when Zhou was still on the Standing Committee.
It includes Zhou killing his ex-wife in order to marry a young
China Central TV presenter.
Jiang Zemin, former CCP leader also should take responsibility
for Zhou’s decline in morality.
Leng Jiefu: “Jiang Zemin’s improper relations with
Song Zuying, has set a bad example.
Other staff would learn from him.
Then why not other members of the Standing
Committee do the same.
Then members of Politburo, ministers, governors, county leaders,
township leaders, villager leaders and on.
They all do the same on each level.”
After the announcement of Zhou’s investigation,
Caijing.com confirmed that Zhou Yongkang’s son Zhou Bin
has been arrested on suspicion of illegally running a business.
The arrest warrant was issued by Yichang Court, Hubei Province.
